R -- The Simplied Tax and Wage Reporting System (STAWRS)Program Office of the Internal Revenue Service is offering an opportunity for cooperative development partnership agreements for developing common data transmission standards/requirements for the purposes of electronic transmission, validations, and certification of Form 8850 applicants. No proposals for funding will be considered. In general, cooperative development partnership agreements are defined as non-monetary arrangements among parties such as commercial organizations or any government agency, and the IRS through the STAWRS Program Office. In this instance, any commercial organization or government agency may submit proposals. STAWRS is seeking sources interested in establishing future partnerships to develop an electronic alternative to the current Form 8850. Also, this development will include a comprehensive review of the current process from Form 8850 completion and filing through the validation and certification process conducted by the state employment security agencies. STAWRS plans to work with interested parties to develop a solution for the Form 8850 whether it is a currently existing or newly developed electronic alternative.
