Description

The St. Louis Housing Authority (SLHA) is seeking a development partner to contract for professional planning and consulting services to develop and submit its HOPE VI Grant Application to the Department of Housing and Urban Development for the continued revitalization of its public housing property know as the Blumeyer Development in midtown St. Louis, Missouri. It is intended that the Blumeyer Development will be designed, developed and managed as a mixed-income rental housing and affordable homeownership endeavor. The selected development partner will provide services in two phases. Phase I will be the planning, development, preparation and submittal of the HOPE VI application to HUD. The selected development partner will then become the developer for the revitalization efforts in Phase II, contingent upon HUD approval of the 2001 HOPE VI application, satisfactory performance of Phase I and negotiations for revitalization activities. SLHA will receive proposals for these services until 3:00 p.m. (local time), Wednesday, February 21, 2001. A Pre-Proposal conference will be held on Wednesday, January 31, 2001 at 3:00 p.m. (local time), at the SLHA Central Office, Third Floor Conference Room, 4100 Lindell Boulevard, St. Louis, MO 63108. Solicitation documents will be available for pick up from the SLHA Procurement Department, 4100 Lindell Blvd., St. Louis, MO 63108 starting at 3:00 p.m., Monday, January 22, 2001. All Offerors must comply with MBE/WBE and Section 3 requirements.
