Description
The Supervisor of Shipbuilding has a need for a service contract for dry-docking and repair of navy barge YFN-1203, located at Portsmouth Naval Shipyard, Portsmouth, NH. This solicitation will be issued on or about 5 February, 2001, and vendors will have 30 days to respond. This procurement is a 100% set-aside for small business. The North American Industry Classification System (NAICS) code is 336611 and the size standard is 1,000 employees. This contract will be firm-fixed price with an ID/IQ CLIN dedicated to growth work unpriced until after dry-docking and inspection. Qualified offerors are required to have a Master Ship Repair Agreement or an Agreement for Boat Repair with the Department of the Navy prior to award. The requirement for dry dock repairs is as follows: Contractor will provide all labor, materials (as necessary), equipment, services, and competencies to complete the following work items (1-13): 1) Dry-dock YFN-1203, 2) Remove and install new wood bumpers (10"x10" approx. 400'/white oak) and all associated hardware, 3) Remove/replace all zincs (60) and fasteners, 4) Inspect, remove/replace or repair as necessary, 26 stanchions on main deck. Replace apprx. 300' of lifeline cable and all associated fittings/hardware. 5) Remove, make repairs as necessary, and re-install (1) 12" closed chock, (a certified post-repair NDT inspection will be required). 6) Abrasive blast hull IAW commercial standards (as defined in NSTM 631), clean/inspect/make repairs as necessary to the hull structure, paint hull sides up to the main deck. Barge will be shifted to allow for complete paint coverage of the keel. Any repairs to hull will be negotiated after blasting and inspection. 7) Clean/blast/and paint main deck. Prep, paint, and apply non-skid. Replace any markings removed during blasting and repairs, i.e. water line markings, etc. 8) Paint system is as follows: main deck, paint IAW MIL-E-24635 TY2, color 26008 deck grey-2 coats primer, 2 coats deck gray, non-skid MIL-C-24667 TY1 (one coat), hull-haze gray IAW MIL-E-24635 TY2, color 26307- anti-corrosive epoxy primer Mil-P-24441, TY4, (2) coats of anti-fouling MIL-P-15931 TY2. 9) Remove and replace (2) main deck non-water tight doors (48"x72"), repair/refurbish all disturbed areas (doors will be government furnished). 10) Provide a certified UT inspection/report of apprx. 30 spots on hull as directed by Portsmouth NSY personnel 11) In interior of barge, remove false deck (deck currently consists of tile on plywood on 2x4 framing), refurbish metal deck, prep, and apply a "no-maintenance" plastic resin coating (PRC) directly on refurbished deck. 12) Rip-out all steam heating fixtures/piping/drains/steam shore connection/mounting brackets/lagging. On exterior of barge plug weld or otherwise remove all steam drains. System estimated at 360' of 1/2" piping. 13) Install (4) electric heating units, Dayton model #3E346 (10KW, 480 volts, 3 phase, 12.3 amps) OR EQUAL. Installation will include separate thermostats, a 440 volt breaker control panel for each unit. Each unit will be wired to the barge shore power system. Each unit will have the proper rated circuit breaker installed. Wiring required for installation is estimated at 330'. The YFN-1203 barge is 110' x 34', side of hull from the main deck to keel line is apprx. 12'. VENDORS OFFER WILL INCLUDE A SEPARATE LINE ITEM FOR COST OF DELIVERY OF YFN-1203 FROM PORTSMOUTH, NH TO VENDORS YARD AND RETURN. THE GOVERNMENT RESERVES THE RIGHT TO EITHER ACCEPT VENDOR PROVIDED SHIPPING OR DELIVER BARGE USING GOVERNMENT TUGBOAT. A complete set of blueprints for the YFN-1203 may not be available at the time of solicitation. YFN-1203 is available for inspection, and vendors are REQUIRED to physically inspect YFN-1203 prior to award. POC for viewing YFN-1203 is HTC Scott LaDuc, (207) 438-2992. The completion date is 45 days after receipt of YFN-1203. The availability period of YFN-1203 is March 7, 2001 through May 24, 2001.
