Description
The 38 Engineering Installation Group/PKK intends to procure on a sole source basis local telephone service for McClellan AFB CA. The intended contractor is Pacific Bell Federal Systems Group. Pacific Bell Federal Systems Group shall provide the folowing services: private business lines, direct inward dialing block numbers, direct inward dialing trunk, direct inward dialing trunk termination, network access charges, 2 and 4-wire service, 4-wire analog bridge, hi-cap 1.544 channel terminations, FCC access, PBX assured trunking, basic centrex charge, centrex off premise extensions, tie line centrex to PBX, centrex access, local channel type D, direct digital interface, centrex ISDN, mileage charges, interoffice mileage, magnetic tape billing, channel transmission, call forwarding, 3-way calling, speed calling, voice mail, call waiting, and access for interstate calling. The period of performance shall be for six months commencing on 26 Feb 01 and ending on 30 Aug 01. The primary place of performance will be McClellan AFB CA. This sole source acquisition is justified under 10 U.S.C. 2304(c) (1). McClellan AFB is on the Base Realignment and Closure List and is scheduled for closure on 13 Jul 01. McClellan AFB's rapid downsizing will not allow a new provider to recover its start-up costs and initial infrastructure costs except through higher prices. Under the unique circumstances of McClellan AFB, local exchange services at the time of original contract award were only available from the incumbent LEC, Pacific Bell; while other service providers are now available, cost and effort to re-compete telephone service(s) for McClellan AFB make this option prohibitive. The proposed extension is for a limited time only, to enable McClellan AFB to complete their reduction in base population and in turn reduce their local exchange telephone requirements until the base is formally closed. The Government intends to issue a Communication Service Authorization (CSA) written against the Defense Commercial Communications Office (DECCO) Basic Agreement DCA20096H0042. See Note 22.
