Description

The Joint Program Office for Special Technology Countermeasures (JPT-STC) intends to acquire a site and system-level electric power analysis of McConnell Air Force Base on a sole source basis from Burns & McDonnell, 9400 Ward Parkway, Kansas City, Missouri, 64114-3319. This analysis shall include electrical hardware and system analyses of infrastructure (including both facilities and hardware analyses, bulk power system assessment, local area analysis, and on-site distribution analysis), development of contingencies ranking/scenarios descriptions, and development of recommendations to eliminate, avoid, or mitigate the probable negative impact of top-ranked contingencies on power availability. The results of this analysis are required in a technical report that shall be provided by 30 March 2001. Burns & McDonnell is the only firm with the requisite personnel and expertise that can provide the analysis within the timeframe required. An RFQ is planned for issuance approximately 29 January 2001 with award planned for approximately 09 February 2001. This requirement is being processed under FAR 13.5 procedures.
