Description
SOURCES SOUGHT, no solicitation exists. The Army Network Operations and Security Center (ANOSC) provides the Army a single point of presence for managing and protecting Army networks and systems worldwide. The ANOSC provides the Army with a near real-time Common Operational Picture that displays the Army's portion of the Global Information Grid. In this role, the ANOSC provides an Army wide, integrated set of information capabilities, and the associated process and personnel for the collecting, processing, storing, disseminating, and managing information on demand. The ANOSC is seeking an enterprise network management software product that will, in as near real-time as possible, provide the capability to monitor, display and respond, to network incidents across the enterprise composed of various heterogeneous network hardware and software assets. INTERFACES Verify interfaces (ability to receive alerts, email, API, etc) with network management, management framework and security management software that the product provides "out of the box". Place a check in the column marked Y if the product provides a ready interface/plug-in for the product listed and a NO if it does not. Note the type of interface provided in detail in the comment section. Examples of interface types are Alerts, Email, well-documented Vendor provided API, a page, or if it requires a SW agent install. Microsoft SQL or Access IBM Tivoli, TEC Remedy, ARS Spectrum, Network Manager Spectrum, Security Manager Hewlett-Packard (HP) OpenView/Node Manager Oracle BANDWIDTH BANDWIDTH/scalability Requirement. For all provide interfaces listed below check YES if the product PUSHES information and NO if the product gets the information from POLLING. Microsoft SQL or Access IBM Tivoli, TEC Remedy, ARS Spectrum, Network Manager Spectrum, Security Manager Hewlett-Packard (HP) OpenView/Node Manager Oracle SECURITY (CONFIDENTIALITY) If the product provides an external interface mark YES for each security service or interface listed below. If the product provides an embedded or proprietary interface, mark NO for each security service or interface listed below. DOD Public Key Infrastructure (PKI) Secure Sockets Layer (SSL) Triple Digital Encryption standard (TDES) SW Uses propriatary Encryption Algorithm Other (Describe in comments) SECURITY FEATURES (minimum) The product should provide (at a minimum) the security features listed in this section. Answer YES if the SW provides the feature and NO if it does not. It is important to note if the SW uses the Operating System security features or application layer security so each should be described in the comment section. The method (for example GUI or command line) of the interface should also be described in the comment section. Does the Application require users to have unique Ids and passwords for access (note: is this an application service or an OS service?) Does the Database used require users to have unique Ids and passwords for access (note: is this an application service or an OS service?) Provides an Audit capability (is this an application service or an OS service? What type of interface (GUI/CMD line?) Does the software provide the capability to define groups of users, to assign different permissions to these groups, and assign and administer (add, suspend, delete, change permissions) for users in these groups. Does the Application SW get installed with restricted permissions (e.g., not WORLD or EVERYONE writeable). Please document what was done to check this in the comment section. Does the application provide a security reporting generator? (If it does, please note the interface -- GUI or CMD line- and an overview of the options in the comment section.) Scoped Ad Hoc Query. The WEB display should provide the capability for the user to run ad hoc queries on the Database scoped to the permissions of the user. Mobile Code. Does the SW use mobile code and does the mobile code used meet the minimum standards for use of mobile code in DOD systems (category 2 and category 3 allowed, category 1 (e.g. ActiveX) are NOT allowed). If the software uses Mobile Code at all, list the types of mobile code required to use the product and discuss in the comment section. DATABASE The product should receive alerts (and other data inputs) and store inputs in a permanent database. For the databases listed below, mark YES if the product stores information in this type of permanent DB or NO if it does not. Oracle (describe in comments, include version). Microsoft (Access/SQL) (describe in comments, include supported version information). Proprietary database (describe in comments) Other (if a Database product is used other that those listed (e.g., Sybase etc.) include a description and version information in the comment section) Application stores information in a non-permanent location. If this block is marked YES -- please include any information on the ability to redirect/back-up this information in an external DB (e.g., Oracle.) Are database queries supported by a GUI interface? Include any ease-of use or complexity comments in the comment block for this criterion. Does the database provide a GUI report generator capability? Include any ease-of-use comments in the comment block for this criterion. DATA VISUALIZATION The method of updating and viewing information should be reviewed. Please answer the following questions with a YES or NO response and document in comment section. Does the product provide the capability to interface with a Web based display? For all YES responses, list product name and version and vendor name in the comment block. Can the process to refresh/rebuild the Web display when information is updated be automated? If YES, describe process in comments. Can the user initiate an action to update the Web display on demand? If YES, describe process in comments Does the software include the capability to use a Geographical overlay out-of-the box? If YES describe the mapping software, if NO discuss if a plug-in capability exists and what products are supported for additional cost in the comment section. Does the software include the capability to display information in a business or organizational view, as well as allow the visualization of several organizations at a variety of levels? Can the software display the information in a hierarchical view that allows filtered/consolidated information to be shown at the higher levels and more granular information to be displayed at the lower levels? Please describe in comments. Can the software be configured to display text based overlays that are user configurable? An example of this would be when a status display is NOT Green -- the software should provide a text display on demand that explains the reason for the problem. Please comment on the methods to put information in this text (e.g., manually or automated) in the comment section. Can the software display the information in a network topology/technical view? If the answer to this is YES describe the method used to input the network topology (e.g., discovery, importing from other tools such as HP OpenView etc.) in the comment block. Can the software display information in a SYSTEMS topology view? This type of display would be able to show the interdependencies between applications and network topology -- for example -- if a network circuit is down, will a view of the display be able to show the applications that are dependant on that on that circuit? The opposite is also needed -- if a critical application in a location fails (e.g., DNS or EMAIL (can the software display the networks/geographical areas effected? Please document what was done to test this and the results in the comment block. WEB BROWERS SUPPORTED BROWSERS. The WEB based display should be accessible from DOD supported WEB Browsers. Please mark the browsers below that are supported by the WEB Server and note the version specific information in the comment block. Netscape version 4.x and above. The Web based display and reports should be accessible and viewable from Netscape client browsers' versions 4.x and above. Microsoft Internet Explorer version 4.x and above. The Web based display and reports should be accessible and viewable from Microsoft client browsers' versions 4.x and above. Any Other Browsers supported should be listed in the comment block if this is checked. KNOWLEDGE MANAGEMENT/PROCESSING Automated Analysis of Network, Device, and Object status. The software product shall provide the automated capability (for example using rules, scripts, or automated queries) to display management (e.g., network device, application, or object) status. Mark the following defined capabilities with a YES or NO and describe in the comment block. Can the user define managed objects? Include level of difficulty -- can the user (e.g., GUI) do this or does it require technical engineering support (e.g., scripting language, command line interface) in comment section. Can the user define relationships (e.g., dependencies and containment) between defined managed objects? Can the results of defined rules and algorithms effect the display of defined objects (e.g., color, shape, position, and size)? Include level of difficulty -- can the user (e.g., GUI) do this or does it require technical engineering support (e.g., scripting language, command line interface) in comment section. Can the results of defined rules and algorithms trigger automated actions (e.g., page, email, pop-up alerts, script execution etc.)? Include level of difficulty -- can the user (e.g., GUI) do this or does it require technical engineering support (e.g., scripting language, command line interface) in comment section. Does the software provide a configurable capability to prioritize input alerts and events? Include level of difficulty -- can the user (e.g., GUI) do this or does it require technical engineering support (e.g., scripting language, command line interface) in comment section. Does the software provide a configurable ability to consolidate network, systems, and application data? Include level of difficulty -- can the user (e.g., GUI) do this or does it require technical engineering support (e.g., scripting language, command line interface) in comment section. Does the SW provide a trouble ticketing system that interfaces with Remedy? If YES -- put details (vendor SW and version) in the comment block. Does the trouble ticketing system allow management (assign, change priority, close) of open trouble tickets passed from Remedy? Does the trouble ticketing system allow management (open, assign, change priority, close) of newly created trouble tickets that can be passed to Remedy? Network Discovery. Does the software provide the capability to auto-discover the technical network topology and capture this information in a file or database? Does the software provide the capability to import the technical network topology from existing Network management systems (e.g., HP OpenView or Cisco Works?). Does the software provide the user the capability to edit and manipulate the technical network topology in a file or database? ARCHITECTURAL REQUIREMENTS Is the primary function (advertised capability) network management? Is the primary function (advertised capability) workflow management? Is the primary function (advertised capability) reporting management? USER/OTHER REQUIREMENTS The software should provide the capability to be tailored for users with disabilities. Please mark each of the following YES or NO and include details (e.g., how extensive the capability and how easy to configure -- user or engineer) in the comment block. Can the software be tailored to provide a text overlay to state the name of the color for users that are color blind? For example, if a network status indicator is RED, can the software be configured to display the word RED if the area is selected? Can the user (GUI) do this or does it require engineering support? Can the software be configured to use keystrokes (instead of mouse clicks) for environments where mouse use is not preferred or for users with hand/arm limitations?
