Description
The U.S. Army Simulation, Training and Instrumentation Command (STRICOM) has a requirement for one (1) OH-58D Kiowa Warrior Crew Station Mission Equipment Trainer (CSMET). The firm-fixed-price effort will include spares, and maintainer training. This requirement is to be procured, using the FAR Part 12 procedures for commercial items, from the CSMET contractor, EER Systems, 3750 Centerview Dr., Chantilly, VA 20151, (703)708-1400. This device is the last CSMET to to purchased by the U.S. Army. As a result, EER Systems is the only source which possesses the necessary CSMET knowledge and experience to perform the effort without substantial duplication of costs to the Government and to perform without unwarranted delays in fulfilling the agency's needs. Authority and Justification is Federal Acquisition Regulation (FAR) 6.302-1, only one responsible source. As the designer, developer, and manufacturer of the CSMET system, EER Systems has the expertise and knowledge to perform the required effort. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Respondents to this notice should submit, within 5 days after publication in the CBD, a statement of capability to determine their responsibility. No RFP is available.
