Description

The contractor shall provide all personnel, equipment, tools, materials, supervision, licenses and other items or services necessary to perform the management and operation of commercial travel offices at specific AF installations. The contractor shall provide official travel services, to include air transportation, rental car reservations, and hotel reservations. The same or different contractor shall provide full-service leisure travel services, to include custom tailored tours and vacations. The locations for official travel services include Air Force Services Agency (AFSVA -- Reunion Plaza, San Antonio, Texas), Altus Air Force Base, Brooks Air Force Base, Columbus Air Force Base, Goodfellow Air Force Base, Keesler Air Force Base, Lackland Air Force Base (including Kelly Annex and Wilford Hall Medical Center), Laughlin Air Force Base, Little Rock Air Force Base, Maxwell Air Force Base (including Gunter Annex), Randolph Air Force Base, Sheppard Air Force Base and Vance Air Force Base. The locations for leisure travel services include Altus Air Force Base, Brooks Air Force Base, Columbus Air Force Base, Goodfellow Air Force Base, Keesler Air Force Base, Lackland Air Force Base (including Kelly Annex and Wilford Hall Medical Center), Laughlin Air Force Base, Little Rock Air Force Base, Maxwell Air Force Base (including Gunter Annex), Randolph Air Force Base, Sheppard Air Force Base and Vance Air Force Base. Each installation may include satellite and limited satellite locations managed from a primary location. The contractor shall manage and operate the commercial travel offices in the facilities provided by the Government. The Government issued a single solicitation and will award two separate contracts, one for official travel services and one for leisure travel services. The intent of the Government is to award a five-year contract (one-year base period, with 8, six-month option periods). Each installation will be a separate sub-CLIN to allow flexibility for the implementation of the Defense Travel System (DTS) and an Air Force wide leisure travel program. Offerors shall propose on all locations for either official travel services only, leisure travel services only or both. Additionally, offerors shall not propose to split performance between leisure and official offices since there is no guarantee the same contractor will receive both awards. This acquisition is unrestricted. All responsible contractors may submit a proposal, which shall be considered by the Air Force. The NAIC code is 561510, size standard $1M. Offerors will be evaluated using a Past Performance Price Trade-off. Solicitation was issued 20 Nov 00. Amendment 0003 to the solicitation will be issued on or about 9 Jan 01. A pre-proposal conference will be held at Randolph AFB TX on or about 16 Jan 01. Past Performance is due on 16 Jan 01.
