Description
The contractor shall furnish all labor, tools, materials, equipment, transportation, and supervision to manage and perform all operations for the collection and off-post disposal of solid waste generated at Tobyhanna Army Depot, Tobyhanna, Pennsylvania. Contractor shall comply with all laws, ordinances, statutes and regulations pertaining to the collection, transportation, and disposal of refuse and shall obtain such permits, licenses or other authorizations as may be required. Period of performance is a base period of 01 Oct 01-30 Sep 02 (Fiscal Year 02) with the option to extend the term of the contract for four additional one year periods. Estimated quantities of various solid waste for collection, transportation and off-site disposal for the base year and each option year are: Municipal Solid Waste/Municipal-Like Residual Waste (10 percent of weights is garbage, 65 percent is municipal-like residual waste, and the remainder being municipal solid waste.) -- 2,012,000 lbs. per year; Bulky Items -- 1,250,000 lbs. per year; Garnet Sludge -- 20,000 lbs. per year; Infectious Waste -- 20 boxes per year; Aluminum Dust/Sand Mix -- 31,280 lbs. per year; Coatings/Paint Waste -- 45,000 lbs. per year; Collect wood and transport to central location on depot -- 264 days per year. Government-furnished standard containers provided for refuse and garbage (Dempster Dumpmaster or equivalent) which are compatible with most compactor vehicles with front mounted lifting forks. Wood, to be collected and transported to a central depot location is not placed in Government-furnished containers. Contractor shall provide roll-off containers for collection of bulky items, coatings and paint waste, garnet sludge and aluminum dust/sand mix and containers for collection of infectious waste. Government will consider award of all line items under a single award or a maximum of two awards, one award for the collection, transportation and off-post disposal of Municipal Solid Waste/Municipal-Like Residual Waste, and Infectious Waste and Wood Collection and one award for combination of the collection, transportation and off-post disposal of Bulky Items, Coatings/Paint Waste, Garnet Sludge and Aluminum Dust/Sand Mix. Collection operations shall commence on-site at Tobyhanna Army Depot between 7:30 AM and 9:00 AM and shall continue no later than 3:00 PM Collections of Municipal Solid Waste/Municipal-Like Residual Waste/Wood Removal required at intervals of daily to three times per week. Collection of all other items is as required. The contractor shall comply with PA Act 101 and the Monroe County Solid Waste Management Plan. The municipal solid waste and municipal-like residual waste, generated at the depot, are collected on the same front loading refuse truck and shall be treated as both municipal solid waste and municipal-like residual waste. Therefore, the contractor shall dispose of all municipal solid waste under this contract at a Monroe County, PA Solid Waste Management Plan approved landfill and the municipal-like residual waste at the same facility as approved by the PA Department of Environmental Protection on a Form S. The contractor shall be licensed as required by the Monroe County Solid Waste Management Ordinance. NOTE: The depot has cradle to grave responsibility for the disposal for solid waste generated on the installation. Municipal-like residual waste must be disposed of at a PADEP approved landfill. Transfer facilities generally do not send solid waste received to the same facility each day. Therefore, the depot will not approve a proposal to send municipal solid waste and/or municipal-like residual waste to a transfer facility, even if the transfer facility is a Monroe County Municipal Waste Management Plan approved site. A proposal submitted in response to this solicitation will require address of required licenses, permits, documentation and compliance, management and summary data and past performance. Evaluation for award will consider proposal acceptability, offeror past performance and price. Solicitation DAAB17-01-R-0001 applies. Approximate issue and open dates are 05 Feb 01/28 Feb 01. Exact dates will be as stated in the solicitation and are predicated upon the actual issue date. Requests for the solicitation should be made within 10 days of the date of publication of this solicitation synopsis. This action is unrestricted, however, please provide your business size in your request. NAICS 562219, size standard $10 Million is applicable.
