Description
The U. S. Secret Service intends to negotiate on a sole source basis with Johns Hopkins University, Department of Emergency Medicine, 600 N. Wolfe Street, Marbury B-180, Baltimore, MD 21287-2080, for the services of medical direction and support of Secret Service missions from January 22, 2001 through September 30, 2001. The Contractor shall provide immediate on-line medical direction, 24 hours a day, 7 days a week for emergency medical technicians and paramedics with a worldwide access number. The Contractor shall provide a minimum 200 hours of off-line medical direction for first responder, EMT (basic, intermediate, paramedic, registered nurse) and automatic external defibrillation operation and training programs. The Contractor shall provide a Maryland licensed physician capable of satisfying the Maryland Institute of Emergency Medical Services System Title 30, Subtitle 03 and Chapter 3 requirements for medical doctor. Provide a clinical admission site with at least a level one trauma center, an emergency department and urgent care capabilities in the Baltimore, Washington Metropolitan area. Provide a hospital clinical site to support emergency medical education. Provide consultation and support for a functional telemedicine program. Based on the above requirements, it has been determined per Federal Acquisition Regulation (FAR 13.106-1(b), that only one source is reasonably available for the totality of services required. A determination by the Government not to compete this proposed requirement, on a full and open competitive basis upon receipt of responses to this notice, is solely within the discretion of the Government. Only written responses will be accepted and must be received within ten (10) calendar days of the date of this notice.
