Description
Since the late 1980's, the United States Postal Service has automated the processing of mail in major cities across the United States. In doing so, over 800 Flat Mail Sorting machines were put into operation in about 500 locations throughout the country. Many of the first automation systems have reached the end of their useful lives and are being or have been replaced with the next generation of automation equipment. To make room for more advanced and more production and more versatile equipment, the Postal Service must remove these FSM 881 machines, 400 of which are covered by the solicitation. The Postal Service intends to sell some of the machines in an unscavenged state, together with data, for reuse by major mailers. The remainder must be removed for recycling and salvage. To facilitate the removal and salvage of these systems, the Postal Service is dismantling the 14,000 pound machines, removing the computer components and peripherals, barcode readers, electrical systems, and motor drive units, etc., for other Postal applications, and placing the systems on pallets outside of the mail operations areas for sell and removal from the site. In their palletized state, they can be removed very easily and quickly. Purpose: The purpose of the contract is to obtain an appraisal of the salvage value of the palletized 1200-1400 pounds of metals and materials of the FSM 881 machines, and possibly the salvage appraisal of an operational machine prior removal in preparation of recycling, and proper disposal of in excess of 800 palletized FSM 881 machines at about 500 locations across the United States. All requests for solicitation must represent that the requester is a potential offeror and must be submitted by e-mail to kcox2@email.usps.gov. The Solicitation Mailing List will be created, and the solicitation will be provided on 09 January 2001 to all potential offerors requesting it. Offers will be due by 30 January 2001 for an approximately 13 February 2001 award(s). We request that all subsequent communication regarding the requirement be by e-mail. The contact person is Karen Cox, who can be reached, if necessary, at telephone number 703-280-7961. To the extent that contracts have not been awarded for appraisal/assessment of the FSM 881 machines on 13 February 2001, the solicitation and contract period may be extended indefinitely.
