Description
Commercial Activities Study (conducted pursuant to OMB Circular No. A-76, "Performance of Commercial Activities" guidelines)for the Joint Readiness Training Center (JRTC), and Fort Polk, Louisiana. This procurement will cover a wide range of multifunctional requirements. Contractor will be required to provide all resources and management necessary for whole base operation support at the JRTC and Fort Polk, LA. Cost comparison study includes the following major functional areas, which may be subject to change depending upon mission requirements: Directorate of Logistics (DOL); Directorate of Public Works (DPW); Directorate of Community and Family Activities (DCFA); G3/Directorate of Plans, Training, Mobilization and Security (DPTMS); and G1/Adjutant General (AG). Government personnel are currently performing these services. This cost comparison under OMB Circular A-76 is being conducted by the Army to determine the most cost effective mode of operation, i.e., continued performance by government employees or through a contract performed by a commercial entity. A contract may or may not be awarded as a result of the final solicitation if government performance is determined to be more advantageous. Interested offeror's will be required to submit a technical, past performance, subcontracting and cost proposal with associated documentation. The Standard Industrial Classification Code (SIC) for this requirement is 8744, Base Maintenance, with a size standard of $20 Million. Market research has been performed and requirement is being solicited on an unrestricted basis. Period of performance for this acquisition includes a phase-in period, a base year and four (4) one year option periods. Any contract award will be on an ALL or NONE basis and only one contract will be awarded. The contract type will be cost plus award fee (CPAF). It is anticipated that the final RFP will be issued on or about 24 January 2001. The solicitation will only be accessible electronically at http://www.forscom.army.mil/aacc.
