Description
The NAVY EXPERIMENTAL DIVING UNIT, Panama City, Fl., intends to procure via SIMPLIFIED ACQUISITION PROCEDURES: Support and reviews of Diving and Life Support Systems. Vendor shall have extensive knowledge in RCM analysis (Mil-P-24534A) for new diving/life support equipment developments prior to acceptance in the NAVY planned maintenance system. Use existing Navy software, develop, verify, and modify Navy Planned Maintenance System (PMS), Maintenance Requirement Cards (MRC) relating to Navy Diving and Life Support Systems (IAW Mil-P-24534A). MRC's must be in concurrence with the guidelines set fourth in the USN Diving Manual SS521-AG-PRO-010 and related Navy technical manuals. Vendor shall have extensive background to manage Technical Feed Back Reports for Navy Diving and Salvage Equipment as well as other military diving commands. This includes but not limited to: Receipt from military diving commands, entry into data bases, researching the problems and providing a timely solution. Receive, track and respond to Failure Analysis Reports (FAR) generated by Joint Service Military Diving Commands. Implement technical and policy changes to the Maintenance Efficiency Reviews (MER) for Navy diving and life support systems. Vendor shall have in depth knowledge of Navy diving procedures IAW USN Diving Manual SS521-AG-PRO-010, Navy life support system equipment and diving system, complete understanding / knowledge of the Navy's Preventative Maintenance System including development, verification and modification. Extensive experience managing Technical Feed Back Reports and Failure Analysis Reports for diving and salvage equipment. Extensive knowledge of principles, practices, methods and techniques employed in Navy Fleet Logistics Support including, but not limited to: APL's, COSAL's, FAR's, PMS feedback reports and MER's. Vendor Shall be certified PMS developer (IAW Mil-P-24534A), computer knowledge related to PMS, MIS, VOLT system and PMS New Program Editor. Also have extensive knowledge / use of the following documents: OPNAVINST 4790.4C, RCM Handbook, NAVPERS 18068E, OPNAVINST 5100.19 and 5100.23, OPNAV P-45-110-91 AND CINCLANT/PAC 4790.3 Resumes of personnel shall be submitted with proposal.
