Description
This is a combined synopsis/RFQ for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are requested and a written solicitation will not be issued. The Communications and Data Directorate MCAGCC, is in the process of upgrading buildings for seismic earthquake retrofitting. This project includes the connectivity for voice and data requirements. The government is seeking voice and data communications upgrade to building 1933 and building 1934 at Communications and Data Directorate MCAGCC Twenty-nine Palms, CA 92278-814. The contractor shall provide connectivity for voice and data communications for Building 1933 and building 1934. REQUIREMENTS: 1.1 Complete Premise wiring conforming to TIA and Base Communications standards. Including but not limited to, Cable trays, Electrical Metal Tubing to protect communications wires in high abuse areas, Cat-5 wiring hooks, Panduit or other equivalent wire protection for office spaces. 1.2 Provide Level-5 and Level-6 testing for all voice and data communications, to meet or exceed TIA standards for testing of CAT-5e and CAT-6 cabling systems. Testing Plan to be included. 1.3 Materials to be used to meet Base Communications Standards for equipment. 1.4 Include RCDD Plan for Cabling and Tray Placement. 1.5 Provide labeling of all jacks and wires with approved labeling system. 1.6 All installation will be installed to NEC and TIA standards. 1.7 OSHA and Base Safety will be adhered to. The desired completion schedule is 31 January 2001 or 15 days after date of award. A site visit will be scheduled on 16 January 2001. Interested parties should contact GSA, Dan Raymond via e-mail to schedule a site visit no later than close of business 12 January 200. Late notification of interest will not be accepted. The Government will award a Purchase Order resulting from this combined synopsis/RFQ to the responsible quoter whose quotation, conforming to this RFQ, which is the lowest price and most advantageous to the Government. Offers shall be evaluated for fair and reasonable price, technical acceptability, and adherence to applicable clauses, provisions, delivery schedule and satisfactory past performance record. Quotes to include labor material and travel price breakdown. The government anticipates a Firm Fixed Price Purchase Order. Incorporated provisions and clauses are as follows. FAR Provision 52.212-1, applies to this acquisition. The Standard industrial classification (SIC) code and small business size standard for this acquisition is 8999, Services, N.E.C., $5.0 million. Offer shall include a completed copy of the provision at 52.212-3, Offer Representation and Certification-Commercial Items, which may be accessed on the Internet (http://www.arnet.gov/far/). Additional applicable FAR Clauses: 52.212-4, 52.212-5, 52.219-8, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-19, 52.222-41, 52.222-42, 52.222-43, 52.222-44, 52.222-47 and GSAM Clause 552.212-71 and 552.229-70 apply. Note: Oral price quotations will not be accepted for this procurement. All price quotations shall be submitted to Dan Raymond, not later than January 19, 2001.
