Description
Kaiser-Hill Company, LLC (Contractor), is the Integrating Management Contractor at DOE’s Rocky Flats Environmental Technology Site (RFETS) near Denver, Colorado. Kaiser-Hill Company is requesting Sources Sought concerning equipment and services available to remove sludge from tanks for Building 771/774 complex at RFETS. Contractor request information concerning equipment that can be operated by on site workers or by vendor personnel to remove sludge from steel and stainless steel tanks while mitigating airborne releases. Some of the sludge must be broken up and vacuumed out or otherwise removed. Contractor would prefer to remove the sludge without workers entering or reaching deeply into the tanks. Access ports or lids exist on the tanks or can be cut into the tanks. The tanks are inside a building with HVAC and electrical service. The sludge is radiologically contaminated, 1,000 – 90,000 nCi/g, and is also contaminated with RCRA-hazardous metals, beryllium and some organic constituents. Unless the sludge can be removed remotely, workers are required to wear respirator protection and protective clothing. If the vendor provides services, a beryllium control plan may be required for personnel have the potential for coming into contact with the sludge. Workers will generally work from scaffolds and elevated platforms. They typically work through containment structures that are plastic houses or sleeves. These requirements limit visibility and dexterity. The containment structures typically include a sleeve that provides access to drums or crates that will receive the sludge and can be sealed and cut from the containment to maintain control of airborne particles. Sludge is generally believed to be dry (moisture content less than 6%) but some may be wet and mud-like. Free liquid may be encountered. Surface of sludge is friable but may be harder below the surface. Equipment must be capable of continuous safe operations in this environment. The workers will collect the sludge in such a way that the sludge can be transferred into 55-gallon drums or crates. Although some water can be tolerated, it is not desirable to add water to the tanks while removing sludge. There are about three dozen tanks in both horizontal and vertical configurations  Tanks range in diameter from 2 feet to 9 feet.  Vertical tanks, as tall as 8 feet, horizon tanks as long as 33 feet (the four largest tanks are 9’ x 33’).  Sludge depth ranges from 6 inches to 3 feet. Send information on potential equipment or tools that could assist the Contractor in removing the sludge to the following address. Include pictures or drawings, specifications, recommendations on vendor-supplied training or technical support for operation or maintenance, delivery times, and prices. The Contractor may or may not issue a solicitation related to this sources sought for this equipment but the Contractor reserves its right to open negotiations with the equipment supplier that it deems most appropriate to meet the Contractor’s application depending on the information received.
