Description

The Air Force Research Laboratory, Directorate of Contracting, Kirtland AFB, NM intends to contract for development, operation, and maintenance support services for the Theater Aerospace Command and Control Simulation Facility (TACCSF) located at Kirtland AFB NM. The TACCSF has constructive and virtual operator-in-the-loop simulators that replicate the air combat environment for Concepts of Operations (CONOPS) development, mission rehearsal and training, and studying new weapons system capabilities in a synthetic environment. A more complete technical description may be found in the sources sought synopsis published in the CBD on 27 Oct 2000. Due to operational and customer requirements that may be imposed during the performance of the contract, significant increases in requirements are possible. This acquisition will be conducted under full and open competition. A Cost-Plus-Fixed-Fee type contract is anticipated with a three to five-year basic period of performance. It is expected that the effort will include five, one-year award term incentive periods for a total contract period of ten years if there is no basic term reduction and all award term periods are earned. A draft Statement of Work will be published in the FedBizOpps within the next week. A pre-solicitation briefing and site visit are being planned. The tentative date for the briefing and site visit is the week of 29 Jan 2001 _ 02 Feb 2001. Information regarding the briefing and site visit will be published in the FedBizOpps in the near future. TACCSF has also established a testbed document library, which will be available beginning 01 Feb 01. The testbed document library is accessible by appointment. Interested offerors should contact Major Tom Litchfield, (505) 853-0883 to schedule a visit. Release of the RFP is expected mid to late spring 2001. A limited number of Top Secret/SCI and NATO Secret clearances will be required. The data produced under the resultant contract may contain Military Critical Technology List (MCTL) information whose export is restricted by the Export Control Act (See 10 U.S.C. 140 c). Only those companies who are on the Qualified Contractors Access List (QCAL) may receive such information. Offerors may request certification and registration from the Defense Logistics Service Center (DLSC), Federal Center, 74 North Washington, Battle Creek, MI 49016-3412, (1-800-352-3572). Any resultant contract may include an organizational conflict of interest clause. Foreign owned firms must contact the Contract Specialist, Ross Garcia at (505) 846-6879 prior to submitting a proposal. An Ombudsman has been appointed to hear concerns from offerors or potential offerors, primarily during the proposal development phase of this negotiated acquisition. The purpose of the Ombudsman is not to diminish the authority of the Program Director or Contracting Officer, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel in the pre-proposal phase of competitive, negotiated acquisitions. Before contacting the Ombudsman, potential offerors should first communicate with the Contracting Officer.
