Description
This is a COMBINED SYNOPSIS SOLICITATION for commercial items prepared in accordance with FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. PROPOSALS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. (ii) Solicitation No. 01WRSS0006 is issued as a Request for Proposal (RFP). (iii) This solicitation documents and incorporates provisions and clauses in effect through Federal Acquisition Circular (FAC) 90-21. (iv) The North American Industry Classification System (NAICS) code is 541512, with a small business size standard of $18.0 Million. This procurement is unrestricted and is being advertised as full and open competition. (v) The contractor shall provide Oracle Database Management System Consulting Services at the Grand Canyon Monitoring and Research Center (GCMRC), Flagstaff, AZ for the period February 15, 2001 through February 14, 2002, with one 12-month option. CLIN Item 0001, 12 months Base Period, CLIN Item 0001A, Optional Tasks; CLIN Item 0002, 12-Month Option Year One, CLIN Item 0002A, Optional Tasks. The unit price for each period is on a per month basis. The unit price for Optional Tasks shall be on a per hour basis. The U.S. Geological Survey has a requirement for Oracle Database Development Consulting for the Grand Canyon Monitoring and Research Center (GCMRC), Flagstaff, AZ. At a minimum, the GCMRC requires the consultant to complete the following tasks: 1. Perform an assessment of GCMRC information needs, and determine the definition, design, structure, and implementation of a spatially referenced, ecosystem based, relational database. This assessment shall include consideration of both recently collected and legacy monitoring data, number and types of users, and shall result in a project plan, which outlines key deliverables and schedules. The contractor shall evaluate the development of an interface using Oracle Spatial Data Option, Arc/Info SDE, or comparable software enabling the database to be linked, integrated, and accessible to an existing Arc/Info geographic information system (GIS). 2. The contractor shall develop that database, using Oracle 7/8 and related modules, producing a database design document, entity-relationship models and a physical database design. The database structure shall provide the ability to store spatial data that is compatible with Arc/Info GIS. All data stored within the Oracle database (including tabular data) shall contain a spatial reference and be accessible through an Arc/Info GIS interface. 3. The contractor shall assist the GCMRC DBA in transferring sample legacy data sets to the database as needed to populate the database and validate its design. The contractor shall assist the GCMRC staff in populating the database with GIS spatial data and imagery as necessary to validate its accessibility from an Arc/Info GIS. 4. The contractor shall thoroughly document all work completed in relation to this project, including, but not limited to overall strategy, database and application design, configuration and maintenance. 5. The contractor shall provide onsite troubleshooting and maintenance of the database system for the duration of the contract period. 6. The contractor shall develop graphical user interfaces (GUI), using Developer 2000 or comparable module, for use by GCMRC scientists who wish to query the database from GCMRC workstations. 7. The Contractor shall develop a system to serve the data co*ntained in the database, utilizing World Wide Web technology and the Internet, to the GCMRC stakeholders and general public outside of the GCMRC. Optional Tasks: With the completion of the Core Tasks, the GCMRC may request the consultant as funding permits perform additional work. Such work will be defined by specific work orders, outlining the scope and cost of the tasks to be performed. Examples of potential task may include, but be limited to the following: 1. The contractor may be requested to write data capture applications, which allow data entry using handheld data collectors in the field. 2. The contractor may be requested to write computer applications, which allow GCMRC scientists to extract data from the database for statistical analysis using SAS software. 3. The contractor may be requested to load additional historical data sets into the database structure, as needed. The contractor shall provide personnel with expertise in the following areas: Contractors must be familiar with ecological/ environmental database environments, including geographic information systems. Qualified contractors must be familiar with data assimilation, and experienced in the generation of management databases as well as protocols for the integration of scientific field data into data management systems. Contractors must be experienced in ORACLE 7/8, Developer and Designer 2000, Application Server, Spatial Data Option, ARC/INFO 8 and SDE, Windows NT, and possess the ability to provide the installation of software packages, as well as provide end-user training on the use of related hardware, software, and network products. The contractor must also possess experience programming database conversions, and be familiar with various legacy spreadsheets and database software applications that may contain historical data. Such applications include, but are not limited to, MS Access and Excel, Borland dBase, and SAS Institutes SAS analysis software. Contractor must be experienced interfacing and linking with the World Wide Web, including software and hardware configuration necessary to serve information in a secure manner from a firewall protected site. The consultant must be located at the GCMRC in Flagstaff, Arizona. The government will provide work space, furnishings, office supplies, document duplication facilities, telephone service, and computer resources including access to processors, terminals, printers, software, and data. (vi) Clauses/provisions: FAR Clause 52.212-1 "Instructions to Offerors-Commercial," is hereby included by reference. The following are addenda to FAR Clause 52.212-1: Paragraph C., Period for acceptance of offers; the Offeror agrees to hold prices on their proposal form for 60 calendar days from the date specified for receipt of offers. Offerors are advised that awards may be made without discussions. Award will be made to the responsible offeror whose proposal is responsive to the terms of the RFP and is most advantageous to the Government. Each offeror is required to provide past performance information for same/similar services, to include two most recent contract numbers, points of contact/current telephone numbers, type service provided. (vii) FAR provision 52.212-2, Evaluation-Commercial Items applies to this solicitation and the following evaluation criteria (arranged in their order of importance) shall be used to evaluate offers: Qualifications (experience of offeror) and Past Performance. Offeror will be evaluated based on the quality and applicability of their experience in work similar to and comparable to the scope of these specifications. Provide information on the offeror's experience producing similar working database models over the past 5-year period. Attach a list of at least three satisfied customers with name, address, telephone number and responsible person to contact if the Government wishes to check these references. The offeror shall provide the names of those individuals who will occupy key positions on this project, their technical experience, management experience, professional achievements, and education; Offeror's database design approach. Proposal for the offeror's design and construction approach will be evaluated on the basis of adequacy of the design and work plans and adequacy of computer hardware and software to be used and adequacy of the quality control programs of the offeror; Schedule. Offerors will be evaluated on the proposed schedule to design database, build and test the database, and deliver the database and appropriate applications to production Schedules should include any anticipated site visits required to complete the project. (viii) FAR provision 52.212-3 Offeror Representations and Certifications-Commercial Items shall be completed and submitted with the proposal. (ix) FAR Clause 52.212-4, Contract Terms and Conditions-Commercial Items, hereby applies to this solicitation. (x) FAR Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items applies to this acquisition with the following addenda: Paragraph (b) the following FAR clauses are hereby incorporated by reference: 52.203-6, 52.222-26, 52.222-35, 52.222-36, 52.222-37.
