Description
The Government is interested in understanding the process, challenges and risks associated with constructing, developing, assembling and integrating a large scale Human Resources Management Enterprise Planning (HRM-EP) project. The information submitted will be used to assist the Government in the development of an acquisition strategy for the Defense Integrated Military Human Resources (DIMHRS) Personnel/Pay System. This information will not be used in the source selection to be held by NAVSEA for the COTS HR Package nor will it be made available to anyone participating in that selection until after the selection process is completed. Specifically, the Government is interested in lessons learned by industry in interacting with 3rd party vendors, both software and service providers. Further, the Government desires to understand any promise of technology that is still leading edge, but not yet practical for incorporation into an HRM_EP program envisioned with a potential deployment target date starting in 2003. Non-specific boilerplate responses to the topics below are unacceptable and will be discarded. Specific information on the following is requested: 1. What experience do you have with large-scale HRM-EP projects? 2. What is the name of the HRM-ERP product? 3. What comprehensive methodology did you use to guarantee the successful implementation of the HRM-EP project? 4. What risk mitigation strategies were used to ensure success of the HRM-EP project? 5. What role, if any, do Service Level Agreements (SLA) play in the implementation success of the HRM-EP product? 6. What challenges relative to cost, schedule and performance may be anticipated with the eventual effort to "integrate" the personnel and pay modules? 7. Given that current personnel data is often untimely and inaccurate, what data management and translation challenges may be anticipated? What 3rd party product-service solutions would you recommend to overcome these challenges? 8. Can you describe a successful model or strategy for not only converting live and historical data from multiple, older back-office Service applications, but also providing for continuous updates to the HRM-EP database from older back-office Service applications to support the HRM-EP pay application? 9. How many external clients use your firm's product? What is the approximate size of the employee base used for each installed enterprise solution site? Is the enterprise solution stand-alone or networked? If networked, is it independently managed? 10. What is the extent of the requested improvements and enhancements of the HRM-EP? How many of the requests are to be satisfied by planned and scheduled modifications? How many requests require new products or significant product alteration? What flexibility exists that provides for customizing without any compiled code modifications? 11. What 3rd party products and services are available for the HRM-EP? How well do these products or services integrate and to what extent have they been tested? 12. How is benchmarking used to evaluate and manage the relationship of primary and 3rd party vendors? 13. Does your company have and use a certification process for 3rd party venders? 14. Please list, for each 3rd party product and/or service described, all large-scale HR Enterprise Solution products that are supported either through integration, extension or stand-alone application. To what extent have each of these scenarios been tested? 15. What, if any, business relationships exist to either, facilitate product integration, testing and deployment or cooperatively provide a single point of contact for the entire solution deployment? 16. How well does the 3rd party product or service: a) work with leading EAI middleware vendors and best-of-breed application solutions providers to support application integration? b) support both loosely and tightly-coupled inbound and outbound integration solutions? c) support file-based inbound and outbound integration solutions? d) use interface tables for both inbound and outbound asynchronous communications? e) support calls in either C/C++ function calls and/or as OLE automation (COM) calls or both? f) provide an input into a collaboration hub where the prime product can collaboratively manage project information and product design information in a secure, web based repository? g) support HTTP protocol and /or XML for Internet data transmission? Interested firms should provide points of contact, reference names, addresses, and phone numbers with their responses. Additionally, the Government may invite interested parties to further discuss their responses. All data submitted will be for official Government use only and will not be returned to the provider. This RFI announcement is for informational and planning purposes only. Nothing said or implied during this RFI process shall be construed to commit the government to any further action or particular course of action on this initiative. Furthermore, nothing said or implied during this process shall in any way obligate the government to contract with or otherwise enter into any agreement with any particular industry participant or participants. Any actions taken by an industry participant, or any resources expended by an industry participant as a result of these discussions during the RFI process, are solely at the risk and expense of the industry participant. The government shall not be liable for these actions or expenses. This is not an Invitation for Bids (IFB), Request for Quotations (RFQ), or a Request for Proposals (RFP).
