Description
The Naval Aviation Depot, MCAS, Cherry Point, NC has a requirement for the design, manufacture, delivery, and installation of a Waterjet Coating Removal System for thermal spray coating removal. The system shall be an already developed, state-of-the-art, market proven, commercial system with a proven record of accomplishment. Minor modifications are allowed to the existing system to allow for compliance with requirements of this specification. If the proposed system is assembled with commercial Non-Developmental Item (NDI) modules, components, and or assemblies, which have not been previously merged and sold commercially as a system, then all proposed modules, components, and NDI shall have a proven reliable track record of reliability in similar systems. Offeror shall provide evidence that these are proven and reliable commercially available assemblies. The complete assemble shall be capable of removing the coating from various aircraft engine components. The system will be used for the sole purpose of removing the major thermal spray coating processes: plasma, wire flame, powder flame, and electric arc. Thermal spray coating types are ferrous/non-ferrous metals, ceramics, and carbides. Thermal spray coating application on nickel, steel alloys, titanium, and aluminum substrates include but are not limited to abradable seals, dimensional restorations, and thermal barriers. Also, extruded and mechanically applied seals (i.e. rubber and molded epoxy composites) and paint from metal substrates shall be removed without any distortion or erosion of the metal substrate. The spray head shall clean/strip a part with an outside diameter of 70 inches and 64 inches high. The design of the system shall allow for the entire surface of the 70 inch diameter and 64 inch height (inside surfaces, outside surfaces, and top flanges) to be cleaned/stripped. It is anticipated that the type contract to be awarded will be a Firm Fixed Price Type Contract. This solicitation is issued as a Request for Proposal (RFP). Faxed requests for solicitation packages are desired. Provide Cage Code, Dun & Bradstreet Number, and Taxpayer's Identification Number with request. No telephone request will be accepted. The tentative closing date for this solicitation is 01 Feb 20. As of 01 May 99 all Contractors must be registered in the Central Contractor Registration (CCR) Database as a condition of contract award. Contractors may register in the CCR through the World Wide Web at http://www.acq.osd.mil or call the DOD Electronic Commerce Information Center at 1-800-334-3414. It is intended that only one contract will be awarded for all services.
