Description
Bus transportation for up to 500 passengers from Naval Station Everett, WA to Puget Sound Naval Shipyard, Bremerton WA (or intermediate points specified in the solicitation) Monday through Thursday morning with return trip to Everett each Monday through Thursday afternoon. Service is not required on Fridays, weekends, and Federal holidays. Charter bus service expected to commence in April 2001 for a maximum period of seven months, with estimated usage of six months during that period. Bus route prescribed in the solicitation may require buses to travel on a Washington State Ferry auto ferry. Contractor is responsible for vehicles, bus drivers, fuel, maintenance, liability insurance, all fares paid to the Washington State Ferry system (if applicable), and compliance with all safety, security, and environmental regulations. Buses shall be furnished with high-back reclining seats, equipped with a restroom, and will be air-conditioned. In accordance with DOD Regulation 4500.9-R, only bus carriers qualified by the Military Traffic Management Command are eligible for contract award. Contract type will be Firm, Fixed-Price Requirements type awarded under procedures for commercial (FAR Part 12) services. If the solicitation specifies more than one route, award may be by lot and offerors may offer on only one lot or on all lots. DoD Central Contractor Registration (http://www.ccr2000.com/) is required. This procurement is a best-value acquisition. Evaluation factors for responsible offerors submitting technically acceptable offers will include price and past performance. The Service Contract Act applies. This will be a web-posted solicitation. The solicitation will be posted to the NECO website: http://www.neco.navy.mil. No hard-copy solicitation or amendment documents will be distributed by the Government. The Government will not mail, fax, or e-mail the solicitation or any amendment thereto. Subsequent amendments to the solicitation, if any, will be promulgated ONLY via the NECO website. Because this is a web-posted solicitation, a Solicitation Mailing List is not maintained by the Government. Prospective offerors are responsible for checking the referenced web site early and periodically for any solicitation amendments. Prospective offerors should not expect notification that an amendment has been issued. The NECO web site is occasionally inaccessible due to maintenance. The Government is not responsible for any loss of Internet connectivity or for an offeror's inability to access the document posted on the referenced web site.
