Description
The VA Pittsburgh Healthcare System, University Drive, Pittsburgh, PA 15240, has a requirement for valet parking services to alleviate the severe parking problems experienced at this facility. The contractor will utilize both valet parking and high-density assisted (HDA) parking to accommodate the parking needs at this facility. In HDA parking, customers are directed where to park their vehicles in a stacked parking lot, and they leave their keys with the valet parking attendant so that the vehicles can be moved if necessary. The contract period is estimated March 1, 2001 -- February 28, 2002, with two (2) one-year renewal options. Based on current operations, it is estimated that the contractor will address approximately 750 cars per day in the main circle parking area consisting of approximately 600 vehicles parked daily by the contractor and approximately 150 vehicles being self-parked. In addition, in order to accommodate the parking needs of VA employees, a combination of HDA parking and valet parking is currently utilized in Lots #3, #5 and #7 consisting of approximately 100 vehicles being self-parked and approximately 50 being valet-parked in Lot #3; approximately 220 vehicles being self-parked daily in Lot #5; and approximately 270 vehicles being self-parked daily in Lot #7. Lot #3 is also used for overflow from the main circle parking area. The VA will provide 5 parking booths for use by the contractor. Hours of operation are 5:30 AM -- 6:00 PM Monday -- Friday in the main circle parking area and 6:00 A.M. -- 6:00 P.M. Monday -- Friday in the other HDA/valet parking areas. A drawing will be furnished with the solicitation package that identifies parking areas, shows lined spaces, and lists approximate dimensions of parking lots. A narrative technical proposal responding to the evaluation factors outlined in the solicitation and a price proposal shall be submitted in separate envelopes. As part of the technical proposal evaluation factor, "Operational Plan," the offeror may propose a different method of operation than the one currently being utilized and described in the solicitation, if desired. Estimated solicitation issue date is 1/10/01. Estimated proposal due date is 2/9/01.
