Description

The U.S. Secret Service has a requirement for specialized cleaning services at the James J. Rowley Training Center complex, Laurel, Maryland. The NAICS code for this requirement is 561720 under the size standard proscribed by FAR Part 19. This requirement is sole source to Maid to Perfection, Baltimore, MD. The authority for this acquisition is FAR Part 13.106-1(b), only one source is reasonably available for this requirement. This notice is made to comply with the statutory requirements of FAR Part 5, and is not a request for competitive proposals. Maid to Perfection has been providing specialized cleaning service for the James J. Rowley Training Center for the past three months in replacement of services previously provided by Melwood Horticultural Services. The services must be provided with flexibility, and a willingness to work long and irregular hours around the U.S. Secret Services training schedule. This includes a response time of 30 minutes to provide a cleaning crew for emergency responses. In addition to their regularly scheduled services they are called upon to respond as late as 1 AM and weekends. Maid to Perfection provides specialized heavy duty commercial cleaning equipment to prevent the spread of various diseases that are commonly spread in locker and shower rooms. This company is also certified by the Baltimore County State Attorney's office as a Biohazard cleaning service and routinely works for Baltimore County cleaning crime scenes. Due to the realistic and complex training conducted by the U.S. Secret Service, there is a very real possibility that a person could be seriously injured enough to have a need to use the biohazard capabilities of this company. To the best of our knowledge, Maid to Perfection is the only cleaning service that will respond twenty-four hours a day to our facility on an emergency basis. Maid to Perfection has provided a pager number to reach them after normal business hours for emergencies. Other companies worked only during normal business hours and would not respond to emergency calls for service. It is intended for this vendor to provide support on an interim basis, until a new contract is in place to replace Melwood Horticultural Services. However to prevent an intolerable break in service, the duration could last as long as the end of fiscal year 2001. This requirement is solicited on a sole source basis and this is not an invitation to submit competitive proposals. A purchase order is to be issued no later than December 29, 2000.
