Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a request for proposals (RFP). This solicitation and incorporated provisions and clauses are in effect through Federal Acquisition Circular No. 97-20. Non-personal service contractor to provide all tools, equipment, labor, transportation, supervision and materials necessary to reconfigure/design, teardown, install, identify excess furniture as reuse, relocate, inventory and stack reuse furniture, parts and/or pieces. Reconfigure/design reuse systems furniture workstations for new workareas to be located at various locations appointed by the government. Design shall include a proposed workstation configuration in electronic format (AutoCAD 2000 or greater) to include any/all changes after an onsite visit. Original and one (1) copy of the reconfigure/design(s) shall be submitted to the Contracting Officer. Teardown is inclusive of dismantling existing systems furniture, parts and/or pieces from workstations located at various locations in buildings 608 and 300. Teardown also includes area cleanup of trash and debris. Installs shall utilize reuse systems furniture, parts and/or pieces necessary to accomplish new workareas according to the reconfigure/design. All installs shall include necessary electrical wiring and connections by a certified electrician. Excess systems furniture, parts and/or pieces, shall be identified as reuse furniture, inventoried, relocated and stacked according to manufacturer, part, size, color, etc., to provide a clean and safe environment in the designated storage. Work schedule shall from be 8:00 AM 4:00 PM MST excluding Federal Holidays. The duration of the contract shall be from the date of award (expected 29 Dec 00) to 01 Mar 01. Terms and conditions applicable to this solicitation are: FAR 52.212-1, Instructions to Offerors Commercial Items; FAR 52.212-3, Representations and Certifications Commercial Items; FAR 52.212-4, Contract Terms and Conditions Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items; FAR 52.222-21, Prohibition of Segregated Facilities; FAR 52.222-26, Equal Opportunity; FAR 52.222-35, Affirmative Action for Disabled Veterans and Veterans of the Vietnam Era; FAR 52.222-36, Affirmative Action for workers with Disabilities; FAR 52.222-37, Employment Reports on Disabled Veterans and Veterans of the Vietnam Era; FAR 52.222-41, Service Contract Act of 1965, As Amended (41 U.S.C. 351, et Seq.); FAR 52.222-42, Statement of Equivalent Rates for Federal Hires (29 U.S.C. 206 and 41 U.S.C. 351 et seq.); and FAR 52.232-34, Payment by Electronic Funds Transfer-Other than Central Contractor Registration. This contract will be subject to Department of Labor Service Contract Act Wage Determination: 94-2079 REV (16) AREA: CO, COLORADO SPRINGS. A copy of the Wage Determination may be obtained from the Contracting Officer. Proposals must be signed and dated and include: (1) Design cost for 50 workstations; Teardown cost for 75 workstations; Cleanup costs for 125 workstations; and Install reuse systems furniture for 50 workstations, labor for stacking 64 hours, and Inventory for 75 hours. (2) Three current clients references with project name, POC and phone number, and (3) a completed copy of FAR 52.212-3, Representations and Certifications Commercial Items (this form is on the Internet at: http://www.arnet.gov/far/). In making selection for award, the agency will consider price and past performance, and will select the proposal that is deemed overall to be the most advantageous to the Government.
