Description
The National Institute on Alcohol Abuse and Alcoholism (NIAAA) is soliciting a requirement entitled, "Measuring the Burden of Alcohol-Related Illness and Mortality" under full and open competition. The objective of this project is to support studies to: (1) estimate the burden of illness and mortality resulting from alcohol consumption, abuse, and dependence in terms of Disability-Adjusted Life Years (DALYs); (2) identify conceptual, methodological, and empirical strengths and weaknesses associated with DALYs and alternative approaches to measuring the burden of alcohol-related illness and mortality; and (3) evaluate alternative approaches for summarizing alcohol-related health changes using the Quality-Adjusted Life-Year (QALY) framework and recommend an approach to measuring alcohol-related changes in QALYs at the national level. The Government plans to award a two year, cost-reimbursement type contract. The successful offeror must demonstrate the ability to perform the activities necessary to fulfill the objectives outlined above. This ability must be reflected in the offeror's experience and expertise, and must include peer-reviewed publications.
