Description

B-The U. S. Dept of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS) intends negotiate on a sole source basis with National Fisheries Conservation Center (NFCC) The Contractor will provide services to assess management needs and develop a process for ensuring that federal fishery management actions comply with the multiple mandates of the Magnuson Stevens Fishery Conservation. The Management Act (NEPA), the Endangered Species Act (ESA), and National Environmental Policy Act (NEPA), and the Regulatory Flexibility Act, (RFA). This project will convene an in-house interdisciplinary team that will: (1) develop an immediate short-term priorities list to support a potential spending plan, and (2) develop a long-terms management strategy to help the different division of NMFS work more effectively with each other and with the regional fishery management councils. This is a notice of intent and cannot be considered a solicitation, therefore no solicitation package exist. Award will be made using Simplified Acquisition Procedures. Reference 100003.
