Description
THIS IS A REQUEST FOR INFORMATION ONLY. Program Manager Tactical Endurance Synthetic Aperture Radar (PM TESAR) is seeking sources and information for a multi-mode Synthetic Aperture Radar/Moving Target Indicator (SAR/MTI) for application as the multi-mode payload to the US Army's Full Rate Production Tactical Unmanned Air Vehicle (TUAV), the Shadow 200. The SAR/MTI is intended to provide increased situational awareness by providing high resolution (i.e. detect and classify Armored Personnel Carrier (APC)-sized target-threshold; recognize and identify APC-sized target -- -objective) imagery (SAR) during periods of adverse weather (e.g. rain, sleet, snow, fog, low clouds, dust storms) or through battlefield obscurants (e.g. smoke, dust) from survivable operational altitudes (>8,000ft AGL -- -day; >6,000ft AGL -- -night) and standoff range (3-5km from the imaged target). The MTI capability is intended to provide superior situational awareness by detecting and classifying vehicles moving into the tactical commander's Area of Operations (AO), and serving as an immediate cue to threat activity that can then be confirmed with Shadow 200's on board EO/IR or SAR sensors. The radar payload must fit within the available payload volume space of the Full Rate Production Shadow 200 (9"h x 12"l x 16"w -- 1 ft3). The expected sensor turret can protrude from the bottom of the fuselage no more than 7 inches to allow ground clearance for landing. The allowable diameter of the hole in the fuselage for the turret is approximately 11 inches. The radar payload will provide imagery to a Sun Solaris version 7 based ground control station (GCS) via a Tactical Communications Data Link (TCDL). In addition, the inertial navigation system to be used is the LN200G with differential GPS. SAR PAYLOAD REQUIREMENTS. While functioning on board the TUAV, the radar should provide a high resolution, forward sensor capability to develop and display continuous, fully focused SAR imagery to the GCS. The SAR should provide course resolution wide area search and fine resolution spot imagery. This payload should be capable of autonomous preplanned operations and also be capable of immediate re-tasking from the GCS. The SAR payload should also be capable of autotrack and autosearch. The SAR must operate at ranges out to 7km for 4mm/hr rain (15km objective). The SAR must have a Wide Area Search mode of 1m resolution with a Spot mode of 0.3m (0.10m objective) at maximum operational altitude and stand off range. The SAR payload must have a geolocation accuracy of 80m (50m objective). MTI PAYLOAD REQUIREMENTS. The radar sensor must have an MTI capability to detect and classify wheeled and tracked vehicles. The Probability of Detection (PD) should be 75% (90% objective) at 14km for a 10 square meter sized target. The range for MTI operations will be 10km (20km objective). For MTI operations, the geolocation accuracy must be 80m (50m objective) for a 10 square meter sized target at 10km (20km objective). The MTI payload should be capable of revisiting a 360-degree field of view (FOV) less than every 60 seconds (30 seconds objective). Responders are requested to provide: 1. A brief description of payload and its capabilities; 2. Anticipated or actual size, weight and power consumption; 3. Maturity of the payload (i.e., conceptual, developmental, production). 4. Cost/schedule requirements for development and/or integration; plus, an estimated average unit production cost based on 100 units procured over 4 years (anticipate 25 units per year).
