Description
This is Amendment 002 to the synopsis/solicitation N00421-01-R-0015 for overhaul and repair of helicopter instruments that originally appeared in the CBD on Thursday, November 16, 2000, Submission No. 5068P9. The purpose of this amendment is to extend the due date for proposals, add a requirement regarding submission of technical publications by the awardee(s), correct a typographical error in the synopsis/solicitation of 11/16/00, add an additional Technical Publication number, and answer questions from potential offerors. The due date for submission of proposals has been extended from December 18, 2000 to January 5, 2001, by 2:30 P.M. Eastern Standard Time. After award, the contractor shall be required to submit with delivery of the first of each instrument type repaired/overhauled a copy of the Technical Publication which was used for the repair/overhaul of that item. The Technical Publication listed for ERU-6/A or ERU-6A/A is hereby corrected from T.O.5EG-2-36-34 to T.O.5E6-2-36-34. An additional Technical Publication, T.O. 5E6-2-1-104, is hereby added for ERU-6/A or ERU-6A/A. The following are the questions and answers pertaining to this procurement which have been received since the publication of Amendment 001. If any contractor feels that their question is not adequately represented or answered here, they may resubmit their question to the POC listed at the end of this amendment. (1) QUESTION: Requirement: The contractor shall meet all of the specific repair or overhaul requirements as outlined in the Technical Publication for each item. Where can listed Military Technical Orders and/or overhaul manuals be obtained? ANSWER: The government has available the following Technical Publications: NA05-20GE-52, NA05-20GE-53, T.O.5L6-3-43-3, NA05-55A-97 (for model "G"), NA05-55A-95, NA05-55A-96, NA 05-30-112, T.O.5E6-2-36-33, T.O.5E6-2-36-34, NA 05-30-112, NA05-30-113, T.O.5E6-3-34-113, T.O.5E6-3-34-114, T.O.5E6-6-3-3, T.O.5E6-2-41-3, T.O.5E6-2-41-4, and TO 5E6-2-1-104. To receive a copy of any of these Technical Publications, send a request by fax or email to the POC listed below, noting which Technical Publications are requested and providing a mailing address. (2) QUESTION: Requirement: Facsimile and electronic proposal submissions are acceptable. Offerors may email proposals to ReimersND@navair.navy.mil or fax to (301) 757-2526 to the attention of Noelle Reimers. Can proposals be submitted on letterhead and do we have to supply the documentation with the bid or after it is awarded? ANSWER: Contractor format is permissible for proposals as long as all the information required in the synopsis/solicitation is addressed. Any documentation an offeror wishes to be considered in determining their technical acceptability must be submitted with the proposal. (3) QUESTION: Requirement: An award shall be made to that responsible offeror submitting a technically acceptable proposal for all (or otherwise largest number) of the 13 item instruments listed above and offering the lowest evaluated price based on the prices submitted on the above government-provided guidelines. May a proposal be submitted with a bid for only 10 items, or must an offeror have the capability for all 13 of the listed items? ANSWER: An offeror should propose on as many items as they have the capability for repairing/overhauling, but need not bid on all 13. An award will be made to the responsible offeror submitting a technically acceptable proposal for the greatest number of the 13 items and offering the lowest evaluated price based on the prices submitted on the government-provided guidelines. The Government reserves the right to make additional awards for any items in this solicitation not awarded in a first award. The same methodology used for the first award will be used to make additional awards for all remaining items, if any. QUESTION: Requirement: In developing your proposals and for evaluation purposes, all offerors will propose based on three overhauls and six repairs for each item over the twelve-month period. Please clarify what is meant by this requirement. ANSWER: In determining the price to submit with your proposal, assume that your volume for overhauls will be three overhauls for each instrument type and your volume for repairs will be six repairs for each instrument type over the twelve-month period. Responses to this solicitation should include acknowledgment of receipt of this Amendment 002. As noted above, the proposal due date of 18 December 2000 has been extended to January 5, 2001, no later than 2:30 PM Eastern Standard Time.
