Description
Due to unforseen circumstances the questions from the Industry Day PMEL meeting, held on the 14 Nov, will not need to be submitted until the 4 December. This should give all concerns ample time to review the SOW and pose any comments/questions/or concerns. Thank you for your understanding and we appreciate all of those who have shown an interest in this requirement. Following are questions Hill AFB has addressed that are pertinent to the PMEL issue. Should you have any feedback on these questions please address them to Paulette Crowell at Paulette.crowell@hill.af.mil When attending the Industry Days please enter at the West Gate exit 338, I-15 and go to the registration/pass office which is located there. Those who have pre-registered will be listed. INDUSTRY DAY QUESTIONS 1. How involved and/or visible would corporate managers be during the period of this contract? 2. How would you establish work schedules/hours to address PMEL's backlog, available space and availability of standards? 3. How would you re-arrange/organize the laboratory space in order to enhance efficiency and increase production? 4. How would your training program compensate for the decrease in skilled and trained technicians available to perform required tasks? 5. How and where would you acquire required skilled and trained technicians and managers to perform the tasks outlined in the SOW? 6. Given the wage determiner rules outlined by the Department of Labor, what actions would you take to attract/retain technicians? 7. How would you staff and organize your quality office to deal with the large number of TQP audits in this PMEL? 8. What policies and processes would you develop/implement to enhance the interface and cooperation with the Government QAE during audit/surveillance periods? 9. What would you do to improve customer satisfaction? a. What system would you put in place and how often would this be accomplished ?: (1) Notify the user/owner of TMDE of deficiencies with the physical condition or documentation that affects the ability to calibrate or repair an item? (2) Advice the user/owner when an item is not sufficiently complete to allow calibration. (3) Advice the user/owner when tech data is insufficient or readily available. (4) Notify the customer when status changes occur. (5) Address customer complaints? 11. For each of the categories outlined in Appendix J, Turnaround Times, state the average number of days it will take to calibrate these items. Note: The average number must not exceed 12 days. 12. Using the AFMETCAL formula (See Appendix I) to compute laboratory backlog, state how you would use your resources to maintain the PMEL backlog below the baseline goal of 13 days. 13. State the actions that you would take to prepare for the AFMETCAL certification? a. How would you demonstrate that the laboratory has the capability to perform accurate and traceable measurement? b. How would you ensure the quality of TMDE produced? c. How would you demonstrate your capability to maintain a product quality nonconformity rate below the established standards? d. What quality assurance objectives and practices would you implement? 14. State how would you forecast your workload and how would you relate the work planned to the availability of manpower, technical data, facilities, and supplies? a. How would you handle unforeseen surges in work? Please address flextime, multiple shifts, and personnel augmentation from other company facilities. b. Under what conditions would you authorize the use of overtime at no additional cost to the government? 15. How would you manage equipment items in deferred status? 16. How would you oversee the quality and production control functions of the laboratory? 17. How would you ensure that your technicians have the proper soldering skills/training and certifications?
