Description
The US EPA intends to negotiate on a Sole Source basis, under the authority of FAR 6.301, with the University of Arizona, Dept of Optical Sciences Center. The contractor shall construct and deliver a mathematical model for a dynamic complex environmental system using the Principle of Extreme Physical Information and invariance principles. The socio-economic system will have ecological, economic, and hydrological elements represented by appropriate invariance principles. These invariance principles will be supplied by the project office upon request from the contractor. The contractor will then assemble these invariance principles into a form suitable for use with the Principle of Extreme Physical Information, and derive the appropriate differential equations that describe the dynamics of the system. THIS IS NOT A REQUEST FOR QUOTATION. However, any firm which believes it is capable of meeting these requirements may submit technical documentation to establish that it can comply with the Statement of Work. To the best of EPA's knowledge, these services are proprietary to the University of Arizon's Dept of Optical Sciences Center. Otherwise, the US EPA will proceed to negotiate with the University of Arizona.
