Description
Pacific Division, Naval Facilities Engineering Command, Pearl Harbor, HI, is seeking sources capable of providing multi-function support services to U.S. Interest in Southeast Asia. The required service includes basic operating support services for activities of the U.S. Air Force (USAF), U.S. Navy (USN), and the Naval Medical Research Unit No. 2 (NAMRU2), Republic of Indonesia. The scope of work includes services in the following annexes: Management and Administration; Grounds Maintenance; Pest Control; Custodial Services; Security Alarm, Fire Prevention, Detection and Suppression Maintenance & Repair; Hazardous Waste/Material Collection, Accumulation and Disposal; Buildings and Structures Maintenance and Repair; Mobile Utility Support Equipment Operation, Maintenance and Repair; Transportation Operation and Vehicle/Equipment Maintenance & Repair; Aerospace Ground Equipment; Morale, Welfare and Recreation (MWR) Services; Military Sembawang Housing, Buildings, Structures Maintenance and Repair; Supply and Material Operations; Air Passenger Terminal & Air Cargo Operations; Ground Support; Lodging (Billeting); Cable/Satellite Television System (CSTS) Maintenance and Repairs, and Solid Waste Collection and Disposal. This effort will be solicited on a full and open basis. It is anticipated that the solicitation will be issued approximately 30 December 2000. The solicitation, attachments and exhibits will be publicized at http://esol.navfac.navy.mil. The solicitation will be issues electronically only. No telephone requests will be considered. Formal source selection procedures will be used, with award based on the proposal determined to have the greatest value to the Government considering both quality and price factors. Quality proposals will be evaluated on the following two factors: (1) Past Performance and (2) Management Approach. Past Performance is significantly more important than Management Approach. The quality evaluation factors combined are considered significantly more important than price. Site Visit & Pre-proposal conference: A one-time site visit and pre-proposal conference at Singapore is scheduled for 11 January 2001 and will be restricted to planholders or registered firms only. Prospective offerors must submit e-mail requests for site visit and conference attendance to Singapore@efdpac.navfac.navy.mil by 1 January 2001 with the following information: full name, firm representing, position/title, and company address. Prospective offerors shall meet with Government Representatives at the Eagle Club parking lot no later than 8:30 a.m. local time. The expected closing date for receipt of proposals is on or about 2 March 2001, 11:00 a.m., HST. Response to this announcement should be prepared in accordance with the instructions contained in the RFP. Late submittals will be considered in accordance with FAR 52.215-10, LATE SUBMISSIONS, MODIFICATIONS AND WITHDRAWALS OF PROPOSALS. The estimated date of award is 16 May 2001. Award will be based upon overall best value to the Government, with consideration given to the factors of past performance, management approach and price. The contract will be a combination Fixed Price/Indefinite Quantity type contract with Award Fee provisions. Full performance for this acquisition must begin 1 October 2001. The contract will include option provisions to extend the term in subsequent years for a total period not-to-exceed 87 months. Any contract award will be on an ALL or NONE BASIS and only one contract will be awarded. Contractors submitting proposals must be registered in the Central Contractor Registration Database http://www.ccr2000.com to be awarded a contract from the Department of Defense.
