Description
The U.S. Department of Energy (DOE), National Energy Technology (NETL) announces the availability of Program Research and Development Announcement (PRDA) No. DE-RA26-01NT41013 entitled, "Environmental Management (EM) Applied Research and Development." The PRDA supports the mission of the Focus Areas in the Office of Science and Technology within DOE's Office of EM. The objective of the solicitation is to expedite the applied research, development and demonstration of innovative and improved technologies to meet the needs of the following EM focus areas: (1) Tanks Focus Area (TFA); Transuranic and Mixed Waste Focus Area (TMFA); Deactivation and Decommisioning Focus Area (DDFA); Subsurface Contaminants Focus Area (SCFA); and Nuclear Materials Focus Area (NMFA). The overall objective of the procurement is to reduce the cost of, or time to remediate contaminants found in the DOE complex. Areas of interest include, but are not limited to, the following: TFA: Higher Capacity Ion Exchange Materials; Characterization of Tank Solids and Immobilized Waste Forms without Dissolution; and Waste Tank Leak Plugging and Repair. TMFA: Characterization of Radio nuclides in Remote Waste; Prediction of Long Term Behavior Using Short Term Performance Testing; Generation of Dioxins and Furans in Non-Thermal and Thermal Treatment Facilities; Separation Extraction Decontamination (alternatives to incineration) of Organics in Transuranic and Mixed Waste; Destruction (alternatives to incineration) of Organics in Transuranic and Mixed Waste, Hydrogen Gas Getters; Emissions Control and Monitoring for Non-Thermal and Thermal Testing Treatment Facilities; Use of Non-Hydrogenous Materials; and Selection of Materials for Use on Extreme Environments DDFA: Facilities and Equipment Characterization; Monitoring of Facilities to Support Long-Term Surveillance and Maintenance; Characterization to Support Segregation/Disposition of TRU-Contaminated Material; Next Generation Decontamination Technologies (metal and concrete); Improved Size Reduction and Demolition Techniques; Systems to Reduce Worker Heat Stress; Airborne Contaminates/Emissions Monitoring and Control Systems; Advanced Manipulation and End Effectors for D&D Operations; Tether less Power and Communication System; and Advanced Systems Control and Task Planning SCFA: Real-Time Down-Hole Tritium Monitors and Tritium Monitors for Soil Gas and Vapor Measurements. NMFA: Nuclear Isotopic Dilution of Highly Enriched Uranium by Dry Blending Process. It is anticipated that the solicitation will be available on or about December 15, 2000. The exact date and time for the submission of proposals will be indicated in the solicitation, however, at least a forty-five (45)-day response time is currently planned. The solicitation will be posted on the NETL Homepage for distribution purposes: the address is "http://www.netl.doe.gov/business/". Offerors are encouraged to download the solicitation once it becomes available, as paper copies will not be distributed. It is DOE's desire to encourage the widest participation including the involvement of individuals, corporations, non-profit organizations, small and small disadvantaged businesses, educational institutions, and state or local governments or other entities. Once you subscribe, you will receive an announcement by E-mail that the solicitation has been released to the public. Applications must be prepared and submitted in accordance with the instructions and forms contained in the solicitation. The actual solicitation document will allow for requests for explanation and/or interpretation. Funds are not currently available for this solicitation; the Government's obligation under any contract awarded is contingent upon the availability of appropriated FY2001 funds. See Numbered Note 2; this action includes a partial set aside for a small or small disadvantaged businesses.
