Description
This solicitation is for a two year requirements type contract with three 1 year options. The effective dates will be 1 May 2001 thru 30 April 2006 (if all 3 options are exercised). The total Best Estimated Quantity (BEQ) will be approximately 4,800 tons or approximately 960 tons per year. Delivery will be FOB destination into government furnished storage vessels. Location for delivery is Mountain State Energy Technology Application Inc at Butte, Montana. Minimum order amount is 20 tons per day and maximum order amount is 40 tons per day. Inspection for quality will be at origin and acceptance for quantity will be at the destination. There will be an allowable quantity variation of plus or minus 10%. A Certificate of Conformance (COC) is accept- able. A particulate test is not required. Metering will be used to determine quantity delivered. All potential offerors should contact the buyer/PCO identified in this notice for additional information and/or to communicate concerns, if any, concerning this acquisition. If your concerns are not satisfied by the contracting officer, an Ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal development phase of an acquisition. The Ombudsman does not diminish the authority of the program director or Contracting Officer, but communicates Contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman shall maintain strict confidentially as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process.
