Description
The FISC Norfolk Detachment Philadelphia intends to procure system development services to support the Submarine Maintenance, Engineering, Planning and Procurement (SUBMEPP) Activity at Portsmouth, NH. The requirement is for system development resources to design, develop, and implement an enterprise business process information system for SUBMEPP. The services to be provided will consist of relational database administration support, object oriented analysis and design, development of an information system architecture, JAVA programming, business analysis and computer analysis, design, information assurance, communications, programming and report development services. This is a continuation of effort performed under contract N00140-98-D-L314 by Planning Systems Incorporated which acquired the initial portion of the application (Release 1) and began the design of Release 2 encompassing alteration processing, complex scheduling and depot availability work packaging functionality. These services are follow-on efforts to complete the development and move to production of the Submarine Maintenance and Ship Work Planning client-server application, supporting maintenance planning, scheduling and ship work package development for all classes of Navy submarines and submersibles. The proposed contract will be for one twelve-month base period and one twelve-month option period. A cost plus fixed fee contract is anticipated. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source, Planning Systems Incorporated, under the authority of FAR 6.302. As the incumbent contractor, Planning Systems Incorporated is the only source for the required services that will meet the Navy's requirements. Procuring the required services from a source other than Planning Systems Incorporated is impractical. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. See numbered Notes 22 and 26.
