Description
The Government is currently performing a cost comparison study in accordance with Office of Management and Budget Circular A-76. The intent of this study is to determine the most efficient and cost effective method of providing base operating services for the Marine Corps Base, Quantico, Virginia. An acquisition comparing industry offers will be conducted utilizing competitive negotiation or source selection procedures and may result in a combination firm fixed price/indefinite quantity contract. Evaluation of proposals will be based on price and the non-priced criteria stated in the solicitation. Responses to the solicitation will be evaluated on the following principal criteria: Price, Past Performance and Technical Factors, all being equal in importance. The technical factors of (1) Corporate Experience, (2) Support for the Small Business Program, (3) Method of Work Accomplishment, and (4) Financial Capability, are considered equal in importance to each other. If this acquisition results in a contract, the performance period will be a base for twelve months and four twelve month options for a total period of sixty months. The total estimated combined FFP/IQ cost range is between $125million and $175million. This acquisition is being conducted on an unrestricted basis. The scope of work includes providing all services, materials, supplies, plant supervision, labor and supervision, labor and equipment to perform facilities maintenance, vehicle maintenance, utilities and logistics. Specifically, operation of the maintenance and repair function to include call center management, work scheduling, estimating, prioritizing; maintenance and repair of facilities, roads and grounds; utility systems operations and maintenance; logistics to include vehicle maintenance, base supply service and material maintenance. The solicitation will be issued on 7 December 2000. Proposals will be due on 9 February 200l at the Washington Navy Yard with time and location designated in the solicitation. A pre-proposal conference and site visit will be held at MCB Quantico on 12 January 2001. Specific information regarding the conference will be included in the solicitation. In accordance with Federal Acquisition Regulation 5.102(a)(7) availability of the solicitation will be limited to the electronic medium; the solicitation will be available for download via the Internet World Wide Web at http://esol.navfac.navy.mil. All prospective offerors and plan holders must register as Planholders on the website in order to receive a copy of the solicitation. The official planholder's list will be maintained on and can be printed from the website. The Government will not provide hard copies (paper sets) or CD-ROM of the solicitation. Registering planholders must provide a complete name, address, phone number including area code, offeror type (prime contractor, subcontractor, supplier, etc.), email address and type of business (large, small, small disadvantaged, women owned, etc.). Notification of any amendments to the solicitation will only be made on the website for any posted changes. It is the sole responsibility of the offeror to continually view the website for any amendments issued to the solicitation.
