Description

The Naval Air Warfare Center Weapons Division, Point Mugu, CA 93042-5001 plans to procure on an other than full and open competition basis from Systems Electronics, Inc., 201 Evans Lane, St. Louis, MO 63121-1126. Contractor Engineering Technical Services (CETS)in support of F/A-18 Radar System Test Set Automatic Test Station AN/APM-446. The radar systems test sets was designed, developed and manufactured by the systems Electronics Inc. Original Equipment Manufacturer (OEM) as the primary intermediate level support equipment for the AN/APG-65 radar. The test program sets (TPS)utilized on the RSTS were also developed by the OEM. These TPS are peculiar to the F/A 18 program and RSTS. The OEM is the only known source of the technical data required to maintain the RSTS. No organic training is available making factory representation an essential aspect of these requirements to remain technically abreast of continuous changes. The Systems Electronics, Inc. field representatives provide diagnostic operations and subsequently correct problems which have resulted in station ""down"" time. Inability to correct this "down" time would ultimately impede operational readiness. Testing and troubleshooting publications are vague and wiring diagrams and schematics are incomplete. An experienced, permanently assigned ETS representative from the OEM, Systems Electronics Inc. is necessary to assist technical personnel. This effort may be a single or multiple locations (various fleet and shore activities). The period of Performance will commence approximately 01 April 2001 through 31 March 2002, with two one year options for the period 01 April 2002 through 31 March 2004.
