Description
The U. S. Department of Agriculture, Forest Service, Olympic National Forest, has the requirement for Marbled Murrelet Radar Surveys for the period June 1, 2001 thru May 31, 2002 with four (4) one-year renewable option periods. Radar sampling may occur at the following sites, with additional sites potentially added to meet objectives: Lake Cushman and the Doseqallips, Duckabush, and Big Quilcene Rivers on the east side of the Olympic Peninsula; the Elwha River and Lack Crescent on the north side; the Hoh, Queets, and Quinault Rivers on the west side. The work will include but not be limited to: Provide up to 60 survey days annually of concurrent audio-visual surveys and radar surveys for Marbled Murrelets on the Olympic Peninsula, Washington, during May-July. Provide the labor and equipment needed to sample remote sites with radar during the pre- and post-dawn hours and to collect data on the number, location, direction of flight, and speed of Murrelet targets as distinguished from other avian species detected by radar. Sampling will be coordinated with other ongoing survey efforts; thus, the schedule will be determined by the availability of all cooperating agencies. However, all sampling will occur in the shortest time window possible from May through July. An indefinite delivery, requirements type contract is anticipated to be awarded to the successful contractor. The successful contractor will need to provide documentation of experience with this type of survey and familiarity of the areas to be surveyed. Minimum equipment/personnel needs: -- At least two (2) mobile radar labs to reach remote survey locations, with simultaneous sampling needed at some sites. -- Radar unit range at least 1 km. -- Audio visual observer(s) with current certification to conduct Marbled Murrelet inland surveys under the Pacific Seabird Group's protocol, or ability to receive certification prior to first sampling date. -- Ability to interpret radar data to provide: a reliable count of murrelets, flight direction and flight speed, and identification of non-murrelet targets. -- Ability to replicate the methods used in previous years, and to relocate survey sites from 1996-2000 and conduct an equivalent survey if re-sampling at old sites is part of the research objectives in any year. This solicitation will be issued as a Commercial Items Request for Proposal in accordance with FAR Part 12. The Service Contract Act applies to this acquisition. This acquisition is 100% Set-Aside for Small Businesses. The North American Industry Classification System (NAICS) Code that applies is 115310 with a size standard of $5.0M.
