Description
Notice of Contract Action: The National Science Foundation's Division of Research, Evaluation and Communication intends to award a contract modification in an amount Not-To-Exceed (NTE) $1.2 against an existing competitively awarded cost reimbursement contract with Horizon Research, Inc, Contract No. REC-9912485. The NTE amount of $1.2 million will increase the existing requirement from $5,060,225 to $6,260,225, including option years. The Local Systemic Change (LSC) Program encourages schools to take a systemic approach to teacher development by addressing the needs of all teachers within the district or combination of districts. For the past six years, Horizon has been responsible for building and administering a data system for tracking the progress of the LSC projects. This has included collecting, scoring and reporting on a variety of types of teacher information, including surveying teacher practices and observing training and classroom behaviors, plus collecting administrator and parent data. Horizon has also monitored studies of student outcomes carried out under the direction of individual projects. We now intend to extend the student portion of this data system to a specified collection of student achievement data. This will include the development of guidelines for the conduct of quality student studies, review of these guidelines by experts, development of materials and technical assistance with the design and planning of studies for approximately 40 LSC mathematics projects. For the other approximately 40 LSC projects, the contractor will also conduct the student science achievement study in concert with the projects. Preparation for and implementation of the studies will be repeated each year. No award will be based on any offer or proposal received in response to this notice. No solicitation document exists.
