Description
The U.S. Army Tank-automotive and Armaments Command (TACOM), Armament Research, Development and Engineering Center (ARDEC), Fire Support Armaments Center (FSAC), Picatinny Arsenal, NJ is soliciting Industry feedback and comments on a proposed technology development program for an Acoustic Counter Battery System (ACBS). The objective of this announcement is to present Industry with the preliminary performance requirements, schedule and estimated budget. Potential offerors are invited to submit unclassified white papers (limited to 10 pages or less) addressing the technical soundness and realism of the requirements, schedule and estimated budget. The white paper should also include backup analyses covering technical issues, a detailed technical discussion to achieve the requirements, lessons learned on past acoustic sensor development programs, current IR&D efforts, etc. The responses should also include a section that summarizes for the Government the results of the analyses in the form of a revised set of requirements, schedule and budget. The Government requests that the responders use this opportunity to suggest what Government or Commercial data and materiel would be necessary suggest and provide rational for type of contract to meet the ACBS program objectives and minimize risk. White papers will be accepted until 18 Dec 2000 at 1200 hours. Within 5 working days, selected industry responders may be invited to present oral briefings (60 minutes or less) of their white papers to a Government only panel. The purpose of the panel is to assess the schedule and technical risks associated with the ACBS program. The Government s selection for follow-on briefings should in no way restrict or limit participation in any future procurement. Within one week of receiving an invitation, selected presenters are required to notify the CBD POC if their presentation will contain any classified information and the maximum level of classification. All panel participants will be required to sign a non-disclosure agreement covering any material presented to the panel. It is anticipated that the panel will meet to receive the invited briefings at TACOM-ARDEC, Picatinny Arsenal, NJ during 9- 10 Jan 2001. The Government intends to conduct all communications including proposal submission electronically. Prospective offerors and other interested parties are invited to provide comment and white papers, request additional information, make appointments, or direct questions to Robert McMinn via e- mail address: rmcminn@pica.army.mil. The Government does not intend to award a contract on the basis of this draft RFQ or to otherwise pay for the information solicited. This draft RFQ is for information purposes only. ACBS PERFORMANCE AND INTERFACE REQUIREMENTS: The ACBS Technology Development (TD) program will endeavor to develop a prototype system which the Army can use to evaluate enhancement of mission objectives for the Army's Combat Observation Lasing Team (COLT) Striker Vehicle and the AN/TPQ-36/37 Fire Support Element (FSE). The ACBS technology development program is currently scheduled to run from 2nd QTR FY01 through FY02 with a total budget of approximately $1.45M. A system prototype demonstration will be conducted on a Government Test Range during the 4th Quarter of FY 02. ACBS Exit Criteria: Performance Threshold: Localization accuracy to gun or battery center of mass less than or equal to 100 meters. Acquisition range (see Note 1 a,b,c) greater than or equal to 12 kilo-meters. Discrimination: mortar, cannon, rocket. Performance goals: Localization accuracy to gun or battery center of mass of less than or equal to 80 meters. Acquisition range (see Note 1 a,b,c) of greater than or equal to 16 kilometers. Discrimination: mortar, cannon by caliber and rocket. Note1- a) Daytime with average wind speed, equal to or less than, 10mph measured at 3 meters Above Ground Level. b) Degradation of 5% for each 1mph over 10 mph. c) 155mm Cannon Artillery firing zone 7 charge. ADDITIONAL PERFORMANCE AND OPERATIONAL CONSTRAINTS: Potential offerors are asked to comment on these additional constraints, associated tradeoffs and how the choices affect the operational effectiveness of the Striker FIST elements 1. The ACBS must be designed to operate on the Striker vehicle on a non- interference basis with other onboard sensors, weapons and soldier s ancillary gear. 2. Will not generate additional requirements for Striker or other Fire Support Element (FSE) personnel to operate or maintain. 3. Must obtain any system required input messages from the existing C4 equipment on the Striker vehicle. 4. Must send messages created or obtained at the individual Striker using existing C4 equipment on the vehicle and will integrate with the existing Advanced Field Artillery Tactical Data System (AFATDS) architecture and Forward Observer Software (FOS). 5. Messages from individual Strikers will be processed into a target location solution at the Fire Direction Center (FDC) or base station. 6. All stated requirements are for vehicle stationary, engine off.
