Description

NASA/GRC plans to issue an Invitation for Bids (IFB). The work to be performed under this project shall consist of providing the services, labor, equipment and materials for REPAIR OF THE SEWER SYSTEMS -- PHASE 3 at the NASA Glenn Research Center. The project consists of Base Contract: Construct the following storm sewers: (1)Building 3 storm sewer from Walcott Road manhole-570 to the Building 3 parking area manhole-550, approximately 98 meters, and service connection to Building 3; (2)Engine Research Building 5 storm sewer from manhole-2 to manhole-1, approximately 50 meters, and service connections to Building 5;and(3)Engine Research Building 37 storm sewer from existing storm manhole-403017 to manhole-3, approximately 33 meters, including possible contamination of soil by hazardous chemicals near manhole-3. Construct the following sanitary sewers: (4) Walcott Road Sanitary Sewer from Taylor Road manhole-20 to Moffett Road manhole-140, approximately 583 meters, and service connections including possible excavation of soil contaminated by hazardous chemicals between manhole-62 to Building 37 and manhole-81 to manhole-82;(5) Engine Research Building 5 sanitary sewer service connection, and underground oil/water separator number-4030-03; (6)Engine Research Building 37 sanitary sewer service connection and underground oil/water separator number-4830-04; (7) Moffett Road Sanitary Sewer from Walcott Road manhole-130 to the Moffett Road driveway west of the Engine Components Research Lab, Building 102 manhole-131A, approximately 89 meters; (8) Taylor Road sanitary sewer from Durand Road manhole-17 to Engineering and Supply Building 21 manhole-22, approximately 162 meters; and (9) Building 28 service branch from Taylor Road manhole-18 to Building 28, approximately 204 meters. OPTION ONE: Construct the following sanitary sewers: (10) Moffett Road sanitary sewer, from the Moffett Road driveway west of the Engine Components Research Lab manhole-131 to Durand Road manhole-137, approximately 252 meters; (11) Engine Components Research Lab, Building 102, service connection and underground oil/water separator number-4830-06; (12) Engine Components Research Lab, Building 102, driveway sanitary sewer from Moffett Road manhole-131A to Transmission Test Stand, Building 63 manhole-131B, approximately 73 meters; (13) Durand Road sanitary sewer from Moffett Road manhole-137A to Westover Road manhole-137E, approximately 146 meters; (14) Ames Road sanitary sewer from Moffett Road manhole-134 to Microwave Systems Laboratory Building 7 manhole-134E, approximately 148 meters; and (15) Building 38 service connection and underground oil/water separator number-4830-05. OPTION TWO: Construct the following storm sewers: (16) Hangar storm sewer from the Building 3 parking area manhole-550 to Building 4 Hangar Apron manhole-15A, approximately 193 meters and underground oil/water separator number-4035-02; and (17) Taylor Road storm sewer from manhole- 510 to existing manhole-404004, approximately 68 meters part of maybe installed in soil contaminated with hazardous chemicals. Construct the following sanitary sewers: (18) Hanger sanitary sewer from the Hangar Apron manhole-15B to Taylor Road manhole- 15, approximately 52 meters, and underground oil/water separator number-4040-01; (19) Taylor Road sanitary sewer service connection from manhole-14 to existing sewer near Hangar Building 4, approximately 63 meters, a part of which may be in soil contaminated by hazardous chemicals; and (20) Taylor Road sanitary sewer service connection from manhole-15 to Building 8 manhole-1020, approximately 54 meters. The project shall also include traffic control, obtaining the required permits, and demolition and restoration of the project area. The magnitude of the Construction project is estimated between $1,000,000. and $5,000,000. Solicitation forms will be electronically posted as soon as an opening date is established. The small business size standard and the North American Industry Classification System (NAICS) code is 234910 and $27.5 million in three-year average annual receipts. The proposed solicitation is a 100% Labor Surplus Area Set-Aside. THIS IS AN UNRESTRICTED PROCUREMENT. A FIXED-PRCE contract is contemplated. Businesses shall indicate if interest is as a General or Sub-Contractor. The firm date for receipt of bids will be stated in the IFB. Solicitation, Specifications and Drawings will be available from a local area Blue Printer.All responsible qualified sources may submit a bid which shall be considered by the agency. An ombudsman has been appointed -- See NASA Specific Note "B". The solicitation and any documents related to this procurement [with the exception of drawings] will be available over the Internet. These documents will be in Microsoft Office Suite (Word 6.0, Excel 5.0, or PowerPoint 4.0) format and will reside on a World-Wide Web (WWW) server, which may be accessed using a WWW browser application.
