Description
NASA/GRC plans to award a sole-source contract to Benson Penick & Associates, Inc., Washington, D.C., pursuant to FAR 6.302-1, only one responsible source. NASA intends to award a contract for services to evaluate the NASA Glenn Research Center's Science, Engineering, Mathematics & Aerospace Academy (SEMAA) Program. Period of performance is forty-five (45) days. The SEMAA program was developed in 1993 under a partnership with Cuyahoga Community College and NASA Glenn Reearch Center. SEMAA is a K-12 educational program which is intended to interest youth, especially underrepresented and underserved minorities, in the areas of science, engineering and mathematics. Within the last two years the program has been expanded to ten different sites nationwide. Required services include an assessment and comprehensive evaluation of the SEMAA program; assessment of SEMAA sites management information/evaluation systems and procedures; formative evaluation of the National SEMAA Office's management/technical assistance and replication sites implemention of required statement of work and performance monitoring administrative and educational strategies. This contractor has a unique combination of expertise and experience in the areas of NASA program planning evaluation; evaluating K-12 mathematics science and engineering technology (MSET) educational reform initiatives; MSET workforce diversity and skill improvement; developing MSET indicators; and providing technical assitance to universities involved in multi-site MSET consortia. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on December 8, 2000. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
