Description
1 AND 22 This combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitute the only solicitation; quotes are being requested and a written solicitation will not be issued as a Request for Quotation, under simplified acquisition procedures in accordance FAR 13.5, test program on a restricted basis. The FSC Code is J045. The anticipated award date will be made on or before 10 Mar 2001. This combined Synopsis/Solicitation incorporates provisions and clauses that are in effect through the Federal Acquisition Circular (FAC) 97-18. This solicitation is a 100% small business set-aside. Offerors site visit will be scheduled 13 December 2000 at 0900. Interested offerors will meet at the Office of the Directorate of Contracting Office, 1830 Quartermaster Road, Fort Lee Virginia. The closing date will be 20 December 2001 by close of business (COB). The standard industrial classification code is 333911, with a size standard of 500 employees. Delivery is FOB Destination. Delivery to the site is required on or before 01 March 2001, The Directorate of Contracting, Fort Lee, VA has a requirement for CLIN 0001 Three (3) Gas Pack Units to be replace at Building 9040. All equipment shall be coordinated with the Contracting Officer or his authorized representative. The work shall be performed in the best and most professional manner by qualified journeyman skilled in their respective trade. Submittals manufactures' descriptive data, maintenance manuals and installation instructions shall be submitted for the following; 1. 25 ton package unit 2. 5 ton package unit 3. 200 amp disconnect 4. 60 amp disconnect 5. thermostats Submittals shall be made within 10 days of notification of award. The Contractor shall provide all labor, materials, crane supervision and equipment necessary to remove from the roof three single packaged units, two 25-ton units and one 5 ton unit. Install three single package units, two 25 tons units and one 5 ton unit on the roof of building #9040, including ductwork, gas piping and electrical. Contractor shall make a site visit to view existing equipment. The contractor shall perform the following: Disconnect gas and electrical and remove any three existing units off the roof, and dispose off Fort Lee at an approved landfill or disposal facility. The Contractor shall replace disconnect switches on the three units. The contractor shall replace disconnect switches on three unit. Disconnect and reconnect all electric controls and fire control wiring required for the removal of existing unit. The existing units are Trane two model nr# SFHB25006LH00F31DAO and model nr# SFDA-B506-HA.. The new units shall be two 25 ton units Trane model nr# YCD3300BLA 208-230 volt/3 ph/60 Hz., commercial single package gas and barometric relief. The 25-ton units shall have low heat capacity. The 5-ton unit shall have high heat capacity. All units shall have fresh air hood to be able to meet minimum fresh air requirements. The units shall have condensate trap installed on all three units. The contractor shall install three new adaptive curbs to the existing curbs for the new units. The contractor shall match up existing ductwork to supply and return. The Contractor shall replace three existing thermostats at same location. The thermostat shall be a non-programmable thermostat. The Contractor shall have one 25-ton unit running at all times throughout the project. The Contractor shall start up and balance for vibration and for cubic feet per minute (CFM) flow. The Contractor shall provide as part of the bid the methodology of work to be accomplished. The contractor shall provide start up and testing of all equipment. The Contractor shall provide all equipment for start up. FAR 52.212-1, instructions to offerors Commercial applies to this acquisition; 52.212-2 Evaluation commercial Items (Jan 1999). The government will award to contractor a contract resulting from this combined synopsis/solicitation to the responsible Offeror whose quotes conforming to this synopsis/solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate quotes; past performance, technical capability and price. Technical and past performance, when combined, are equal to price. Vendors are required to submit past performance information, including points of contact, on the last three contracts for similar supplies or services. All responsible sources may submit quotes, which, if timely received the government shall consider. Quotes received without past performance reference shall be considered non-responsive.
