Description

The U.S. Department of Commerce intends to award a sole source requirement in accordance with Simplified Acquisition Procedures to SANS (System Administration, Networking, and Security) Institute under the authority of 41 U.S.C.253 (c)(1) "Only one responsible source," for the NOAA/OFA/IT Security Office for the following: The NOAA IT Computer Security Program and the NOAA Computer Incident Response Team (N-CIRT) have an immediate requirement for a web-based Computer Security Certification for its System and Network Administrators having responsibility for performing installation, configuration, and maintenance of systems and networks in accordance with the certification requirements of the NOAA IT Computer Security Program. SANS is the only vendor that has a web-based certification training course for system and network administrators. Offeror's who believe they can meet this requirement are required to submit in writing an affirmative response demonstrating an ability to provide a web-based certification training course for NOAA's System and Network Administrators. All written responses must include a written narrative statement of capability, including detailed technical information demonstrating their ability to meet the above requirements. The response must be sufficient to permit agency analysis to establish a bona fide capability to meet the requirements and failure to submit such documentation will result in the Government proceeding with the requirement as stated above. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Affirmative written responses must be received no later than the clsoing date of this publication of the synopsis.
