Description
This is a total emerging small business set-aside. An emerging small business is defined as a small business concern who's size is no greater than 50% of the numerical size standard applicable to the NAICS code assigned to this announcement. NAICS code for this announcement is 541330. The small business size standard for this code is $4.0 million; therefore, the emerging small business size standard is $2.0 million. Provide A/E design services to include site evaluation, determination of requirements, recommendations, and design for the "Correct Ventilation Deficiencies" Project at the Ralph H. Johnson Dept. of Veterans Affairs Medical Center, Charleston, SC. Specifically, this project will primarily evaluate and investigate the modification/replacement of the existing sterilized process and distribution area (SPD) to meet the required ventilation criteria (VA, ASHRAE, JCAHO, etc.) Testing by air balancing company will probably be required. Evaluations of other general HVAC systems will be required. The VA Medical Center plans to have older HVAC units examined, tested, etc., to determine any required needs for upgrades or replacements. Final plans and specifications are required to be ready for issue by June 11, 2001. Estimated construction cost is $298,532.00. Disciplines involved are primarily mechanical engineering & air balance technology, but other disciplines will also be required. All professional services shall be a part of the design team announced in the SF 254's & 255's. Evaluation factors, not necessarily in priority order shall be: 1) Team proposed for this project; 2) Previous experience of the proposed item; 3) Proposed design approach for this project & management plan; 4) Location & facilities of working offices within a 200 mile radius of Charleston, SC, including the prime firm and consultants; 5) Control of scheduling/cost estimating effectiveness of ten most recent projects, Autocadd 14 capabilities, internet accessibilities, past litigations involvement, etc. A/E firms are required to respond in writing if interested & shall submit a completed SF 254 & SF 255 to the Ralph H. Johnson Dept. of Veterans Affairs Medical Center, 109 Bee St., Charleston, SC, 29401-5799. SF 254's are NOT kept on file at this VAMC. Firms responding to this announcement by 2:00 PM, December 22, 2000, will be considered. Firms selected for interview will be requested to present their approach for this project & demonstrate their experience. This is not a request for proposal. Contract award is subject to the availability of funds.
