Description
A Program Research and Development Announcement (PRDA) No. MNK-PRDA-01-0007 for the WMD Agent Release Program (WARP) is contemplated for release within 60 days. A Sources Sought Synopsis, Cite D-300 SN 505255, was published in the CBD on 30 October 2000. The overall program objective is to provide research and development for both methodology and algorithm development support to the United States Air Force Research Laboratory Munitions Directorate_s Lethality and Vulnerability Assessment Branch (AFRL/MNAL). The primary thrust of AFRL/MNAL is to enhance the state of the art in terms of modeling, simulation, and software architecture development as it relates to qualifying and quantifying conventional weapon interactions with targets containing Weapons of Mass Destruction (WMD). The Government is contemplating a single Indefinite Delivery Indefinite Quantity (IDIQ) contract award with individual task orders awarded as Cost Plus Fixed Fee efforts. The estimated performance period of this effort is 60 months. An Ombudsman has been appointed to address concerns from offerors or potential offerors during the proposal development phase of this acquisition. The Ombudsman does not diminish the authority of the program director or Contracting Officer, but communicates Contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. Matters of a routine or administrative nature concerning this acquisition should not be addressed to the Ombudsman but rather to the Contracting Officer, Contract Specialist, or the Program Manager identified below.
