Description
The U.S. Department of Commerce, National Oceanic & Atmospheric Administration (NOAA), National Geophysical Data Center (NGDC) has a requirement for an internet based satellite image browse and selection system. NGDC serves as the long term archive for the U.S. Air Force Defense Meteorological Satellite Program (DMSP), a polar orbiting environmental and meteorological satellite system. The largest volume of DMSP data received by NGDC are from the Operational Linescan System (OLS), which acquires global imagery in two spectral bands (visible and thermal). NGDC is seeking an internet software system that can be used to provide interactive query, browse and selection of georeferenced DMSP-OLS visible and thermal band imagery. The system should have links that will permit purchase of data through the NOAA National Data Center (NNDC) On-Line Store (http://www.nndc.noaa.gov). Internal (NGDC) users should have access to the system and an ability to retrieve data using the system without invoking the Online Store. A link should also be provided to enable users to fill out a form to initiate a subscription for image data products, which would be handled off-line by NGDC staff. NGDC has an IBM tape library system (IBM 3590 plus 3494), IBM Tivoli Storage Manager software (version 3.7) and Oracle version 8 which can be used for the on-line system. The computer that will host the on-line system is a dual processor PC with Linux operating system. The data type covered in this call for proposals are "global" visible and thermal band georeferenced mosaics in a binary image format. These mosaics cover the 360 degrees of longitude and latitude ranges from 70 south to 70 north with 30 arc second grid cells (43200 pixels wide and 16800 pixels high). The mosaics will be produced in near-real-time and will be updated ten or more times per day. Current mosaics will be kept on-line. After 72 hours the global mosaics will be transferred to the tape library system, forming a time series. The access interface should have interactive switches permitting the customer to query the global mosaic time series based on satellite (F-12 through F-16), date (today's, yesterday's, the most current, individual date from the archive or range of dates), orbital node (day, night, dawn, dusk), and spectral band (visible and thermal), and geographic range. Queries should result in a list of images which can be browsed, footprint map indicating the number of coverages found meeting the selection criteria, and image overlay with map features. Features sought in the browse tool include viewing of reduced resolution contrast enhanced image data for initial browse, capability to view a selected region at higher resolution (e.g. up to 1/10 of full resolution). The software should provide options for selection of image subsets for transfer to NNDC shopping cart, posting of purchased images at NGDC ftp site following NNDC checkout, and email notification of customer with download instructions. While the browse should be contrast enhanced, data delivery should be the original image values, with georeferencing information preserved. Due to the large size of the global mosaics, we encourage the use of image compression in the image browse (including zoom and pan) and data delivery. A sample set of images will be included in the package. NGDC encourages respondents to provide a functional prototype that can be used in the proposal evaluation. Proposals should include a description of the software system which would be provided plus services such as installation, training, and software engineering to build NNDC links. If a bidder has produced a functional prototype, the proposal should provide instructions on how this prototype can be reviewed. Bidders should specify the software components, programming language, disposition of source code, restrictions on use, annual maintenance, and costs for additional engineering support. The proposal should also describe how other satellite data types could be added to the on line system and what additional costs would be incurred. Cost proposals should be comprehensive and reflect the options the bidder would like NGDC to consider. NGDC can consider both purchase and lease options on the software. Selection criteria: Selection of a software supplier will be based on cost, an evaluation of the technical merits of the proposal, evaluation of the functional prototype (if provided), experience and capability as demonstrated by customer base, and clarity of proposed links to NNDC. Technical responses are to be submitted to the Contracting Officer in writing by December 22, 2000. Technical merit as well as price will be used to evaluate offers. As the technical merit becomes more equal, price becomes a greater factor. This procurement is being conducted under Simplified Acquisition Procedures. This is a small business set aside (size standard is 500). The formal bid package is available upon written request to the Contracting Officer.
