Description
F64605-01-R-0005, This is a sources sought synopsis announcing the OMB circular A-76 Cost Comparison Study of the PACAF Directorate of Personnels' Base Education and Training Services (BETS) functions at the following locations: Andersen AFB, Guam; Eielson AFB, AK; Elmendorf AFB, AK; Hickam AFB, HI; Kadena AB, Japan; Misawa AB, Japan; Yokota AB, Japan; Kunsan AB, Republic of Korea; and Osan AB, Republic of Korea. The intent of this study is to determine the most efficient and cost effective method for a contractor to provide the duties for the below listed functions. The functions include, but are not limited to, providing all personnel, equipment, tools, materials, supervision, training and other items or services, except those identified as government furnished property or services to operate Base Education and Training Services (BETS) for Headquarters, Pacific Air Forces. The contractor must manage, but is not limited to, the following major programs, functions and processes: On-the-job training (OJT); Serves as the Base Training Advisor; Assist in developing effective OJT planning, scheduling, managing and evaluation and documenting functions that support unit operations; Conduct Staff Assistance Visits (SAV); Administers the Air Force Training Plan; Coordinates OJT policy and program changes; Serves as base POC concerning training feedback and external training evaluations and surveys; Conducts Base Training Manager meetings; and Assigns and coordinates Training Status Codes (TSC) affecting airmen's qualifications. The contractor must manage, but is not limited to, Education Services programs including: Upward education level progression/degree completion; Professional Counseling; Commissioning programs to include Officer Training School (OTS), United States Air Force Academy (USAFA) and USAFA Preparatory School, Airmen Education and Commissioning Program (ACEP); Scholarships for Outstanding Airmen to ROTC (SOAR); Professional Officer Corps Early Release program (POC-ERP); Airman Scholarship and Commissioning Program (ASCP); Community College of the Air Force (CCAF) the USAF's associate degree-granting institution; Professional Military Education (PME) Seminars and correspondence; Career Development Courses (CDC) Voluntary and Mandatory; Military Tuition Assistance (MTA); Spouse Tuition Assistance Program (STAP); Veterans' Affairs (VA) Education benefits; Distance Learning Program Management Refreence Appendix (PDLG); Administration of Defense Activity for Non-traditional Education Services; Extension Course Institute; Educational Assistance Program (EAP) USAF's process to ensure quality and effectiveness of educational services; Skills Development Programs; Study and test taking Skills Course; Marketing and Outreach; and Command and USAF Performance Objective Installation. Further requirements are: Consultant Services; Customer Services; Data Management; Testing Programs; Financial Management; Professional Counseling; and the Air Force Advanced Distributed Learning Program. A complete description will be available in the Statement Of Work (SOW) which will be available in the Government solicitation due in the first quarter of 2001. A contract may or may not result. One contractor will ultimately be selected to provide all of the above services at all locations. THIS IS A REQUEST FOR SOURCES SOUGHT ONLY. THE GOVERNMENT DOES NOT INTEND TO PAY FOR ANY INFORMATION OR INQUIRY SUBMITTED AS A RESULT OF THIS SYNOPSIS. A solicitation shall be published in the first quarter of 2001.
