Description
The National Library of Medicine is seeking qualified offerors to provide photocopy services and PC workstation printing at public PC workstations for the Library's onsite patrons. Additionally offerors shall manage Patron Registration, including a Photo-ID Library Card System; Patron Registration includes producing Photo-ID Library Cards. In the process of producing Photo-ID Library Cards, Contractor staff shall collect specific information from the patron. The Contractor's employees then updates NLM LOCATORplus (NLM's catalog), assigns the Patron Group, the Patron Statistical Category and completes the registration for the patron. The Photocopier Facility with workstation printers is to include eight (8) regular photocopiers, one (1) handicapped accessible photocopier, one (1) networked color photocopier, two (2) reader-printers, laser-jet printers at twenty-six (26) public workstations and an attached vending system that fully interfaces with the Library's current Debit Cards. Laser-jet printers with Debit Card-readers/writers for an additional 6 workstations shall be provided at the beginning of the first Option Year of the contract, April 2002. The Debit Cards are CR-80, high security, plastic cards. The Debit Cards used at NLM have a magnetic strip for holding the Contractor's proprietary data including varying amounts of value that is purchased by patrons at vending equipment that is part of the photocopy system. When the cards are inserted in a card-reader the cost of one copy is deducted from the card each time a photocopy or a printed copy is made. Blank Debit Cards shall be dispensed to patrons for photocopying and printing only. The same blank Debit Cards are used as stock in the Photo-ID system, which overprints the cards and turns them into NLM's Photo-ID Library Cards. The Photo-ID Library Cards are used to access other library services as well as providing access to the photocopy and print system. Twenty days after the end of each month the Contractor submits a detailed report that covers all the activity under the contract, including the number of copies for each category of copies and the amount of funds placed on Debit Cards. For this procurement the NLM prefers new equipment; however, reconditioned/refurbished equipment, warranted the same as new and in excellent condition, will be accepted. Factory authorized service contracts available from the manufacturers of the photocopiers, the reader-printers and the workstation printers shall be acquired and maintained throughout the life of the contract. Vendor authorized service on the NLM owned Photo-ID System must also be acquired and maintained throughout the life of the contract. The Contractor shall also furnish three or more employees (3.25 FTEs) to work Monday through Saturday, one-hundred-thirty-two (132) total hours for each week between Labor Day and Memorial Day and one-hundred-twenty-four (124) total hours for each week from Memorial Day through Labor Day. In addition to managing Patron Registration, the employees shall maintain and re-supply all of the photocopiers, the reader-printers, the public workstation printers and help patrons with vending problems and demonstrate the system equipment to patrons who need help. Patron Registration, the Public Photocopier Facility, including the workstation printers, shall be available to NLM patrons during all of the hours that the Library is open to the public -- Regular Hours (Labor Day through Memorial Day): Monday -- Wednesday and Friday, 8:30 a.m. -- 5:00 p.m., Thursday, 8:30 a.m. -- 9:00 p.m., Saturday 8:30 a.m. -- 12:30 p.m.; Summer Hours (Memorial Day through Labor Day): Monday -- Friday, 8:30 a.m. -- 5:00 p.m., Saturday 8:30 a.m. -- 12:30 p.m. It is anticipated that a fixed price, indefinite-delivery/indefinite-quantity type contract will be awarded for a one (1) year period with options to extend contract performance for an additional three (3) years.
