Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with Subpart 12.6 of the FAR, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation document incorporates all provisions and clauses in effect through Federal Acquisition Circular 97-11. The solicitation number is N00039-01-R-3113 and is being issued, on 21 November 2000, as a Request for Proposals. Only written offers received by 7 December 2000 in accordance with this solicitation will receive consideration and responses must convey the ability of the offeror to meet the stated requirements. This Request for Proposal (RFP) is for the procurement of on-line access for subscriptions to several databases listed below by LOTs. Offerors are encouraged to submit proposals for one or more LOTs, which must be submitted as separate, independent proposals, as only those offerors submitting proposals for each LOT will be awarded. An offeror may be awarded a contract for more than one LOT. Any savings (administrative or otherwise) associated with awarding more than one LOT should be specifically identified. The requirement is for the most comprehensive and complete searchable databases available with global coverage providing indexing, abstracts, and full-text and image formats of magazines and periodicals in six subject matter LOTs. The most extensive back-file of full-text and image, as well as abstracting and indexing information, is also required for each database. LOT I. Aerospace Database (produced by the American Institute of Aeronautics and Astronautics) providing indexing and abstracts from periodical, conference and technical report literature in the subject areas of basic and applied research in aeronautical and aerospace sciences, and related information from the topic areas of chemistry, the geosciences, physics, electronics and communications. Must cover the NASA technical report literature, as well as reports generated by other government agencies, their contractors, universities, corporations, and international societies and institutions. Must have an archive extending back to at least 1986 with an update schedule of at least monthly. -- Sites: 1, 2, 3, and 6 LOT II. Aquatic Sciences & Fisheries Abstracts Database (produced by four agencies of the United Nations and Cambridge Scientific Abstracts) providing complete, comprehensive information on the science and technology of marine, freshwater, and brackish water organisms and environments. The four United Nations agencies form an international network of information centers monitoring literature worldwide to ensure the comprehensiveness of this database, including coverage of foreign language journals and reports. Coverage must extend back to at least 1978 with a minimum of monthly updates. -- Sites: 5 (Period of Performance 1 July 2001 14 January 2002), and 6 LOT III. A comprehensive science database providing indexing and abstracts from the periodical, and conference literature in environmental sciences, aquatic sciences, computer science, engineering, materials sciences, biological sciences, gray literature, and the National Library of Medicine's MEDLINE and TOXLINE (medial and toxicology literature). Must have coverage extending back a minimum of at least 18 years with an update schedule of at least monthly. -- Site: 1 LOT IV. A comprehensive database providing indexing and abstracts that cover computer science and emerging technology and applications, such as artificial intelligence, networking, interfaces, image processing, data mining and warehousing, circuitry and logic, intranets, extranets, hardware evaluation, software review, publishing, library applications, and multimedia. Coverage must extend back at least 18 years, with a minimum of monthly updates. -- Site: 2 LOT V. EconLit (produced by the American Economic Association) providing a comprehensive database providing indexing and abstracts covering the literature of economics, including periodicals, books, book reviews, and dissertations. Must include such topics in economics as micro and macro economic theory, international economics, labor economics, public economics, regional economics, economic history, development and growth, as well as methodologies, and mathematical and quantitative methods. Coverage must extend back at least to 1969 and be regularly updated at a minimum of monthly. -- Site: 1 LOT VI. GeoRef (produced by the American Geological Institute) providing a comprehensive indexing and abstract database that covers the world literature in the geosciences, including periodicals, books, maps, conference papers, reports, dissertations, and theses. Must cover the publications of the US Geological Survey. Topics that must be indexed should include the geology of North America and the world, as well as marine geology and oceanography, economic geology, geophysics, mathematical geology, geochemistry, petrology, hydrology, engineering geology, and environmental geology. Archive must extend back at least to 1785 for North America coverage, and to 1933 for worldwide coverage, and updating must be every two weeks at a minimum. -- Site: 1 LOT VII. Internet & Personal Computing Abstracts (produced by Information Today, Inc.) providing a comprehensive indexing and abstract database that covers the literature of personal computing. Must index publications treating new products, developments, and applications in the areas of company news, network management, programming, instruction, graphics and imaging, publishing, business applications, multimedia, operating systems, and electronic commerce. Must have an archive back at least to 1989 with an update schedule of at least monthly. -- Site: 1 LOT VIII. A comprehensive database of indexing and abstracts in the world literature of materials science. Must include METADEX (produced by the American Society of Metals) which covers the science and technology of metals; coverage of the worldwide technical literature on applications and science of polymers, ceramics, and composites; and comprehensive coverage of world business literature on the metals industry including new/competitive materials, processes, and news briefs. Must cover literature on practices, processes and process development, fuel energy, and environmental issues as applied to materials science. Coverage must extend back at least 30 years, with a minimum of monthly updates. -- Sites: 2, 3, and 6 LOT IX. National Technical Information Services (NTIS) Database (produced by the National Technical Information Service) providing indexing and abstracts covering US-government sponsored research and worldwide scientific, technical, engineering, and business-related information. Provides information about research reports, journal articles, data files, computer programs, and audiovisual products from not only US federal agencies (and their contractors), state agencies, colleges and universities, but also international government departments and international organizations. Coverage must extend back at least to 1964, with a minimum of biweekly updating. -- Sites: 1, 2, 3, and 4 LOT X. Political Science Abstracts (compiles by IFI/Plenum Data Corporation) providing indexing and abstract from public affairs and political science periodicals, newspapers and books covering topics in politics and political analysis. Coverage must extend back at least to 1975 with a minimum update schedule of quarterly. -- Site: 1 LOT XI. PsychInfo (produced by the American Psychological Association) providing indexing and abstracts of the worlds literature in psychology and related disciplines; sources covered are professional journals, books (as well as significant chapters of books), reports, theses and dissertations. Coverage must extend back at least to 1887 with an update schedule at a minimum of weekly. -- Site: 1 The proposal shall be accompanied by a letter of transmittal and signed by an individual authorized to commit the company to the proposal. The cover letter shall identify all enclosures being transmitted as part of the proposal. The letter shall reference the RFP number and acknowledge that it transmits an offer for LOT I, LOT II, LOT III, LOT IV, LOT V, LOT VI, LOT VII, LOT VIII, LOT IX, LOT X, and LOT XI in response to the RFP. It shall state Commercial and Government Entity (CAGE) number, and that the proposal is valid for 60 days after date of submission. Note: If the offeror does not have a CAGE Code, it may apply for one at www.ccr.dlsc.dla.mil. Do not delay submission of the offer pending receipt of a CAGE Code. Award decisions will be based on a competitive selection of proposals resulting from the technical evaluation and the Contract Negotiator's best value analysis and not cost alone. SPAWAR reserves the right to award to other than lowest cost. A 2-year (one year base period of performance with one year option), Firm Fixed Price contract issued under the provisions of FAR Part 12 is expected to result from this synopsis. This procurement will provide unlimited online access for desktop users via the World Wide Web for the following Naval organizations (including their subsidiary sites): Site 1: Naval Postgraduate School, Monterey, CA Site 2: Naval Air Warfare Center/Weapons Division, China Lake, CA Site 3: Naval Surface Warfare Center, Dahlgren Division, Dahlgren, VA Site 4: Space and Naval Warfare Systems Center, San Diego, CA Site 5: Naval Academy, Annapolis, MD (1 July 2001 14 January 2002) Site 6: Naval Research Laboratory, Washington, DC Evaluated Requirements The following requirements will be evaluated by the Government and are of equal level of importance to one another: 1) Unlimited access via the Internet by seven (6) Naval sites to the databases listed above. 2) Access must be made available to each site with choice of access and authentication option via IP address or password/ID; the vendor will supply blind login scripts. 3) The vendor must provide monthly cumulative and site usage statistics by site to the Naval focal point, to be determined at time of award. 4) The vendor must provide system downtime warning and re-instatement information in a timely manner, as well as provide a technical point of contact for the Naval focal point for answering access questions and resolving problems. 5) The vendor must provide distribution copies of its printed publicity and marketing materials, tip-sheets, training videos, etc. for each Naval site; and no-cost user training if available as a standard option or reduced cost training options via various means, e.g., on-site, telephone, etc., if not provided as a part of standard subscription. 6) The vendor must provide cross-database search and retrieval with single query; current awareness service with daily updates for the databases specified including coverage of relevant scientific websites per Naval site specified; capability for users to mark multiple records in lists of search results for downloading; capability of linking journal holdings and electronic journal subscriptions of each site's library to the databases specified per Naval site; capability for linking to document delivery providers for each participating Naval site; and capability for direct linking off library home pages to databases specified for each participating Naval site. Evaluation Ratings The following evaluation ratings will be utilized in rating the requirements cited above: Outstanding Excellent, responsive description/detail to evaluation factor. Exceeds requirements in a beneficial way to the Navy and has no significant weaknesses. Good Better than adequate, responsive description/detail to evaluation factor. Meets requirements and minimal deficiencies are readily correctable. Acceptable Adequate, responsive description/detail to evaluation factor; any deficiencies are readily correctable. Poor Fails to meet evaluation factor; however, deficiencies are correctable. Unacceptable Fails to meet evaluation factor and deficiency is uncorrectable without major revisions of proposal. The projected period of performance will be from 15 January 2001 through 14 January 2002. The projected period of performance for the Option Year is 15 January 2002 through 14 January 2003, if exercised.
