Description

The Government intends to award a firm fixed-price purchase order to River Oak Associates for ground mishap prediction and analysis at Osan Air Base, Korea and Misawa Air Base, Japan. River Oak will conduct an organizational cultural survey to provide a wing-level prediction of the number of ground mishaps and an analysis of the factors, causes and prevention measures associated with ground mishaps. The prediction and analysis will be based on a quantitative, vice qualitative, study for use with Performance Measures in the PACAF Performance Plan. A minimum 15% multiple R squared (from the regression analysis) is the threshold of significance for predictive purposes. The prediction will not be based on projecting historical rates into the future, but rather based on an assessment of the environmental factors that comprise the culture of the wing. The concept of performing a cultural survey of an organization to predict ground mishap rates as well as inspection performance is copyrighted by River Oak. Neither the Air Force Safety Center nor PACAF/SE was able to locate another provider of this service.
