Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation Number N00164-01-R-0017 is hereby issued as a request for proposal (RFP). Incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-19 and DCN 20001001. The North American Industry Classification System (NAICS) Code for this procurement is 334513 and the size standard is 500 employees. The Government anticipates awarding a firm fixed-price contract for the brand name or equal supplies identified below. This contract will be awarded utilizing Simplified Acquisition Procedures. This requirement is for the following: CLIN 0001 20 each Electronic Hydrometers, Anton Parr P/N DMA35N or equal; CLIN 0002 Option for 20 each Electronic Hydrometers, Anton Parr P/N DMA35N or equal; CLIN 0003 Option for 20 each Electronic Hydrometers, Anton Parr P/N DMA35N or equal; CLIN 0004 20 each Infrared Cables, Anton Parr P/N 75671 or equal; CLIN 0005 -Option for 20 each Infrared Cables, Anton Parr P/N 75671 or equal; CLIN 0006 Option for 20 each Infrared Cables, Anton Parr P/N 75671 or equal. Note that Anton P/N DMA35N (for CLINs 0001, 0003, and 0004) must have product option # 68715 or equal (customer specified concentration software, SG 80/60 extended temperature). Please refer to FAR Clause 52.211-6 (Brand Name or Equal) for information required if offering other than the brand name specified. The options may be exercised at any time within two years after award. The Salient Characteristics are as follow: The portable density meter shall have an optional custom function of SG 80/60 for H2SO4 -- Extended Temperatures. The density measuring range of the portable density meter (battery tester) shall be a minimum of 1.006 to 1.344 g/cm3. The temperature measuring range of the portable density meter shall be 20 to 80 C. The uncertainty of measurement density of the portable density meter shall be a minimum of + 0.001 g/cm3. The uncertainty of measurement temperature of the portable density meter shall be a minimum of + 0.1 C. The repeatability of measurement density of the portable density of the portable density meter shall be a minimum of + 0.0005 g/cm3. The repeatability of measurement temperature of the portable density meter shall be a minimum of + 0.1 C. The resolution of measurement density of the portable density meter shall be a minimum of 0.0001 g/cm3. The resolution of measurement temperature of the portable density meter shall be a minimum of 0.1 C. The portable density meter shall have capability of storing a minimum of 1024 data points in instrument memory. The portable density meter shall be furnished with an accessory infrared data port cable, Anton Paar Model 75671, designed specifically for connection to the Model DMA35N with software option 68715 for the purpose of down loading stored information to a computer. The cable shall have an infrared pick-up connection that affixes to the hydrometer with an RS-232 connection to the computer. The cable shall be a nominal six-foot length. The sample volume of the portable density meter shall be approximately two-milliliter with a built-in thumb-actuated sample pump to facilitate loading and to minimize sample handling. The portable density meter parts that come in contact with the sample (i.e. nozzles) shall be constructed of PTFE (i.e. Teflon). The portable density meter shall have a 3.5 (three and one half) digit LCD display of specific gravity units. The portable density meter shall have a 3.5 (three and one half) digit LCD display of the sample temperature selectable in degrees Fahrenheit or Centigrade to eliminate the need for a manual conversion. The portable density meter shall operate approximately 90 hours for a dual 1.5v VDC AAA source that contains neither Cadmium nor Mercury. The portable density meter shall weigh less than 300 grams and the dimensions shall not exceed 6" X 6" X 1.25" for ease of hand-held operation. Delivery is required FOB Crane, IN 47522 within 35 days after award. Final inspection and acceptance will be at destination. Selection for award will be based on past performance and price. Offers that are non-compliant with any material requirement of this solicitation may be rejected without further consideration for award. The contractor shall extend to the Government the full coverage of commercial sale warranty provided such warranty is available at no additional cost to the Government.
